About this file
This is a Justification for an Exception to Fair Opportunity for placing an order exceeding $3,500 under a Multiple Award Contract (MAC). The Department of the Navy, Southwest Regional Maintenance Center (SWRMC) seeks to award early planning support for USS PINCKNEY (DDG-91) Fiscal Year 2026 Depot Modernization Period (DMP) 2 to GENERAL DYNAMICS NASSCO San Diego (NASSCO) under MAC-IDIQ number N0024-22-D-4447. The work item (813-10-001) is available from January 24, 2026 through May 26, 2026, with an estimated contract value that is redacted. The scope includes duration analysis and development of an Integrated Production Schedule, cost and risk mitigation planning, schedule optimization, material identification and procurement support, and productivity enhancement initiatives for DMP 2.
The justification asserts that only NASSCO possesses the requisite specialized knowledge and experience with the USS PINCKNEY's core systems and DDG MOD 2.0 alterations to complete the work without unacceptable risk and delay. NASSCO gained unique expertise during FY22 DMP 1, including knowledge of combat systems reference plans, critical structural dimensions, tolerances, and distributed core systems integration. DMP 2 involves complex, interrelated modifications to core systems including power, HVAC, electronic cooling water, and damage control alarm systems. The Government determined that awarding to another contractor unfamiliar with these systems would cause duplication of costs, inefficiency, and cascading delays of up to 120 days in planning. The justification has been certified by the Technical Cognizance Officer, Legal Review, Contracting Officer, 2.0 Branch Head, and Competition Advocate.
