About this file

This document is a Justification & Approval (J&A) for an exception to fair opportunity for a modification to an existing federal contract order. The requiring agency is the Defense Information Systems Agency (DISA), Development and Business Center Logistics and Contracts Division and DISA Operations Center (BDL2), located at Fort Meade, Maryland. The contracting activity is DISA/Defense Information Technology Contracting Organization (DITCO), PSD/PS63.

The procurement is for critical systems engineering and technical support services under the existing Policy, Development, and Operational Support (PDOS) task order (HC102818D0034 / HC104723F6661) on the ENCORE III contract vehicle, which is a 100% Small Business Set-Aside. The modification (AMD 02) adds an optional Labor Hour Contract Line Item Number (CLIN) for Mission-Critical support to be awarded as an out-of-scope modification to sole source contractor Madian IT Solutions, LLC. The Period of Performance for this scope addition is 21 months, beginning 13 May 2026 through 12 February 2027, with an option for one additional 12-month period. Services required include design and implementation of automation capabilities, adoption of Infrastructure as Code (IaC) technologies, scripting and orchestration to automate administrative and compliance activities, and implementation of mature Agile project management practices and strategic planning to support the Mission Partner Environment (MPE) Enterprise Capabilities. The justification cites the urgent mission-critical need driven by the transition of MPE support from the United States Air Force to DISA, strict operationally-dependent timelines for scheduled exercises and demonstrations, and Madian IT Solutions' unique architectural knowledge of the Coalition Information Environment (CIE) technology and current infrastructure. The document indicates that a competitive procurement would exceed the required delivery date of June 2026 and would not allow sufficient time for a new contractor to achieve operational knowledge. Pricing is based on ENCORE III contract rates, which have been previously determined fair and reasonable. DISA intends to pursue a competitive follow-on acquisition for support beyond the 21-month period using ENCORE III or SETI.

JUSTIFICATION & APPROVAL (J&A) FOR FEDERAL ACQUISITION

REGULATION (FAR) SUBPART 16.5 ACQUISITIONS

EXCEPTION TO FAIR OPPORTUNITY

Multiple Award Schedule/Multiple Award Contract (MAC)

Orders under MAC/ Fair Opportunity – FAR 16.507-6(b)

Purchase Request Number: TBD Contract Number: HC102818D0034 Task/Delivery Order Number: HC104723F6661 Procurement Title: Policy, Development, and Operational Support (PDOS) - Mission Partner Environment (MPE) Enterprise Capabilities Scope Addition Estimated Value:

Statutory and Regulatory Authority: 10 U.S.C. 3204(a)(1) and FAR 16.507-6(b)(2).

Exception to Fair Opportunity Number: N/A

Upon the basis of the following justification, I, as the Procurement Approving Authority, hereby approve this exception to fair opportunity pursuant to the authority of FAR 16.507-6(b)(2).

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Requiring Agency:

Defense Information Systems Agency (DISA) Development and Business Center Logistics and Contracts Division and DISA Operations Center (BDL2) 6910 Cooper Avenue Fort Meade, Maryland 20755-7088

Contracting Activity:

DISA/Defense Information Technology Contracting Organization (DITCO)

PSD/PS63

6910 Cooper Ave.

Fort Meade, MD 20755

2. NATURE/DESCRIPTION OF ACTION(S):

AMD 02 is to update the estimated value line. Due to evolving high-priority mission requirements with accelerated project milestones, an optional Labor Hour CLIN for Mission-Critical support was added in in the event that mission-critical needs are triggered and exceeds the baseline staffing capacity. This change will help BDL2 ensure they are able to continue working to stand-up any/all scheduled exercises that require additional needs, such as the integration of new enterprise-level frameworks, the remediation of high-

all the necessary information/documentation to proceed with a competitive approach when they were made aware of the full situation in February 2026, the PALT would put an award date into mid-July, which is well beyond the need by date of June 2026 for

. It also wouldn’t allow for sufficient time for a new contractor to learn/become knowledgeable of the architecture of the CIE technology and framework. A typical “transition-in period” for a new contractor to become acquainted with the requirement and its environment/nuances of that environment is 90 days. A competitive procurement with a transition-in period would only further delay the services needed for this effort, causing a significant gap in support and prevent the timely execution of the aforementioned scheduled critical events. Because each event’s execution is dependent upon the one preceding it, a delay in one causes a significant delay for all, which would ultimately delay the operationalization of that delivers complex mission critical capabilities to the warfighter. This would also result in unnecessary costs to the Government, as the failure to procure automation capability and Agile project management services would put the Government’s ability to adapt to ever-changing critical mission requirements even further behind, accruing technical debt.

(3) Upon awarding this sole source action to Madian IT Solutions, LLC, DISA plans to pursue a competitive acquisition for a follow-on contract and is beginning package preparations immediately to avoid a gap in support once this 21-month PoP ends.

(2) Minimum Government requirements.

a) DISA requires a minimum of 21 months of technology engineer services below to help with the MPE support transition from USAF to DISA while the Government establishes a PAE. In order to achieve this, the contractor must have the intimate knowledge of the current framework and experience with CIE technology to help establish an MPE and achieve interoperability between CCMDs and Service Components. This will allow BDL2 to develop a competitive procurement package for the support needed beyond the 21-month period without experiencing any delays or incurring any additional costs.

(1) The Government requires help from the contractor to implement and mature Agile project management practices, develop actionable strategic plans, develop technical baselines, develop use cases, and establish integrated technical road maps that guide execution across multiple complex programs and systems. This support is needed in order to translate mission objectives into achievable, sequenced technical initiatives, ensuring that investments are aligned with enterprise architecture.

competitive follow-on utilizing ENCORE III or SETI and allow for a sufficient/successful transition period in Fiscal Year 2028 when a new contract can be awarded.

Based on current market research, dated FEB 2026 to MAR 2026, it has been determined that Madian IT Solutions, LLC is the only source that has the intuitional knowledge of the current infrastructure and CIE technology necessary to fully meet the Government’s need at this time.

7. ANY OTHER SUPPORTING FACTS: None.

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:

(a) Procurement History.

(1) Although there is no procurement history for these specific services required, as this effort is being transitioned from USAF to DISA, the below is the information for the PDOS task order:

Contract/Task Order: HC102818D0034 / HC104723F6661 Vehicle: ENCORE III Set Aside: 100% Small Business Set Aside PoP: 13 FEB 2024 to 12 FEB 2029

(b) While PDOS was awarded via a completive action for 100% Small Business Set-Aside utilizing ENCORE III, the delay in realizing the full scope of the MPE requirement left BDL2 with insufficient time to complete a competitive acquisition without experiencing unnecessary delays for a critical effort in which several planned events are reliant upon. A competitive action would have cost the Government valuable time, as it not only would not have been awarded by the need by date, but also because a new contractor would need sufficient time to learn and become knowledgeable of the several component networks being integrated using CIE technology, further impeding the operationalization of

(c) After review of the situation and circumstances that created a barrier for a competitive acquisition of this requirement, it is determined that a sole source environment exists to ensure the continuous maturation of the CIE effort. An out-of-scope modification will be executed for a 21-month PoP, which will provide BDL2 with sufficient lead-time to pursue a competitive acquisition for the follow-on effort, and therefore, eliminate the future need for a sole source environment.
