3. ESTIMATED TOTAL VALUE:

4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):

X Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.

X Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

The Electronic Warfare branch of the Sensors and Electron Devices Directorate (SEDD) at the Army Research Laboratory (ARL) is using in routine research of a Hardware in the Loop Environment (HIL). HIL is one-of-a-kind research facility in the Department of Defense designed for investigating electronic warfare devices, algorithms, and concepts in complex electromagnetic environments. In conjunction with this HIL, the Electronic Warfare branch is developing a simplified hardware and software evaluation platform which uses similar components as the HIL.

One of these components is the UXG Agile Signal Generator (N5193A) produced by

Keysight Technologies Inc. The simplified system design requires that the Signal Generator hardware effectively interface with HIL and leverage all its capabilities without the need for extensive I/O interface modifications. The HIL is currently composed of multiple technology systems, including Keysight’s manufactured products. Additionally, a subsystem of the HIL’s hardware and software was designed and produced to only work with Keysight technology.

Using a different signal generator would require significant hardware and software modifications to the HIL or to convert the different system to interface with the already existing HIL hardware and software. Both options would incur additional costs for parts and manpower totaling up to the cost of the signal generator, as well as lost time on mission projects while either the HIL or the different signal generator is being converted.

Market research was conducted between 1 October 2021 and 5 January 2022 by Dr.

, research lead, working in the Radio Frequency and Electronics Warfare branch, with over 25 years work experience in government and industry. Multiple research methods were used including searching Government required sources, GSA federal supply schedule, and conducting internet searches. Market research showed that Keysight Technologies Inc. is the only manufacturer capable of meeting the Government's minimum requirements of one (1) Agile Signal Generator compatible with the HIL without additional interface changes. Keysight Technologies, Inc. has three (3) authorized resellers that are all small businesses.

6. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
