4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):

_X_ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert

Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.

_X_ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

The Army Research Laboratory (ARL), Human Research and Engineering Directorate (HRED), Real-World Soldier Quantification Branch, requires the purchase of a quantity of 180 Garmin Vivoactive 4 smartwatches to measure and record physiological and behavioral data as part of a data-collection suite that includes the research software, StudentLife (https://studentlife.cs.dartmouth.edu/). [REDACTED], the primary investigator on the StudentLife project, has, in collaboration with ARL’s HRED, created a new version of StudentLife that integrates only with the Garmin Vivoactive 4. This novel combination of hardware and software offers state-of-the-art, real-time recording of a research subject’s context: their social interactions, physical activity, and psychophysiology, and the ways in which that context changes over long periods of time.

This information is critical to ongoing work in HRED’s Human Variability Project in which multiple timescale views of context will be studied in relation to human-agent teaming with the purpose of facilitating the development of systems that continuously adapt to Soldiers.

For the purpose of the upcoming experiment, titled “CACTI: Collaborative and Adaptive Collision-free Trajectory Identification,” the watches have to be able to measure heart rate, respiration rate, pulse and blood oxygen saturation, and behavioral data, such as sleep, movement, and breathing. The data has to be measured and recorded in real-time. Additionally, all of the collected data has to be able to be streamed to and integrated with StudentLife on a mobile Android phone.

The research team selected the Garmin Vivoactive 4 after initial research on and testing of other smartwatches for the following reasons: The Garmin Vivoactive 4 has state-of-the-art hardware sensors for measurement of heart rate and related signals (e.g., heart-rate variability) that are of critical interest. Garmin offers an application programming interface (API) to stream physiological data to the phone, enabling capturing of high quality, real-time data. The Garmin Vivoactive 4’s battery runs for four (4) days when integrated into the system, which is critical to allow research subjects to maximize the amount of time in which the device is worn. No other watch or wearable device was found to have battery lifetime that compares to that.

The Technical Point of Contact (TPOC), [REDACTED] who has over eight (8) years of experience leading research projects in relevant fields and three (3) years as a Research Psychologist with the Human Research and Engineering Directorate, Army Research Laboratory (ARL), conducted market research in July 2021. [REDACTED] conducted market research via querying Government-wide databases of contracts and other procurement instruments intended for use by multiple agencies available at https://www.contractdirectory.gov/contractdirectory/ and other Government and commercial databases that provide information relevant to agency acquisitions, searching on the General Supply Schedule (GSA) website at https://www.gsaadvantage.gov/advantage/main/start_page.do, contacting knowledgeable people or subject matter experts (SME) within Government and industry, reviewing other market research efforts conducted for similar or identical items, and conducting Internet searches. Market research determined that only one (1) manufacturer, Garmin International, Inc., and two (2) Authorized Resellers are capable of meeting all the Government’s minimum requirements for smartwatches to measure and record physiological and behavioral data as part of a data-collection suite that includes the research software, StudentLife.

___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:

___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:

___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.

__ Other reasoning to support a sole-source buy:

6. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
