The at the Army Research Laboratory (ARL) is engaged in the development of cutting-edge fiber laser technologies for national defense applications.

Our ongoing research focuses on novel fiber laser architectures that demand highly specialized optical fibers with precise design and fabrication criteria. To support this effort, we require an air-clad fiber with specific structural and optical properties that are critical to our system performance.

After conducting a thorough market analysis, we have determined that Photonics Bretagne is the only manufacturer capable of producing the required air-clad fiber with the unique specifications essential for our research. The proprietary fabrication techniques and material processing methods used by Photonics Bretagne ensure that their fiber meets the stringent performance metrics necessary for our system.

Although Cybel, a U.S.-based company, facilitates the purchasing process for Photonics Bretagne’s products, the fiber itself is exclusively manufactured by Photonics Bretagne, and no other vendor can supply an equivalent alternative. However, Photonics Bretagne does not directly sell to the Government, and Cybel is its authorized reseller.

To satisfy procurement requirements, we conducted a review of several reputable custom fiber manufacturers, including Nufern, Glimmerglass, iXblue Photonics, Photonic Sense, and Smart Fibres.

Based on the technical information available, none of these vendors offer air-clad fiber products, nor do they show evidence of ongoing development of such technology.

While these companies are recognized for custom and specialty fiber capabilities, none have demonstrated the ability to produce fibers with the structural integrity, optical performance, and system compatibility required for our application. Therefore, we conclude that the air-clad fiber from Photonics Bretagne—available solely through Cybel—remains the only viable source.

Key distinguishing factors that justify this sole-source procurement include:

Exclusive Manufacturing Capabilities: Photonics Bretagne is the only company that fabricates this specific air-clad fiber, utilizing proprietary processes unavailable elsewhere.

Technical Superiority: Other fibers would operate at approximately 75% efficiency compared to the air-clad fiber from Photonics Bretagne/Cybel. This performance gap is primarily due to Photonics Bretagne’s precise control over microhole uniformity in the fiber structure—something no other company, to our knowledge, has achieved at the same level.

An Alternative fiber system would significantly degrade current laser performance. This would Delay integration while a new manufacturer attempts to specifically develop and tailor their fiber system to meet the Government’s required power and beam quality targets of 5KW hours and
