About this file
This document is a Determination and Findings (D&F) for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to consolidate two existing contracts for Steam Propulsion Plant Repair and Refurbishment requirements. The contracts to be consolidated are: 1) Repair/Refurbishment of Critical Steam Valve Spares Contract (N6449819D4026) awarded to QED Systems for $17.6M, and 2) Repair/Refurbishment of Critical Steam Boiler Appurtenance Spares Contract (N6449820D4025) awarded to QED for $18.1M.
The consolidation will create a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with an estimated value of $41.8M, to be solicited using full and open competition with a small business set-aside. Key benefits include improved quality and timeliness of services, reduced administrative burden, decreased acquisition cycle times, increased workforce efficiency, and potential cost savings of approximately $625,050 over five years. Both existing contracts were previously awarded to the same small business (QED) through competitive solicitations, and market research indicates at least two small businesses are capable of providing the required services.
