About this file
This Limited-Sources Justification document details a procurement for 43 Autonomous Portable Refrigeration Units (APRU 6L) by the Defense Logistics Agency (DLA) Troop Support, Medical Supplier Operations, Electronic Catalog (ECAT) Division. The units are specifically intended to store and transport class VIIIB blood products for deployed Ukrainian Armed Forces as part of Operation Atlantic Resolve, and are authorized for use on UH-60L, UH/HH-60M, and UH-60V Army helicopters in battery-powered mode. The refrigeration units must meet rigorous specifications including operating voltages of 100-240 VAC or 12-31 VDC, temperature ranges from -32° to 50°C, maximum dimensions of 31" x 18" x 17", a weight limit of 35 lbs, and internal storage volume of 5-6L capable of holding six 500ml blood bags, with FDA listing, AABB certification, and HAA FAA qualification.
The procurement is being conducted under the ECAT Multiple Award Schedule Program, with the justification citing that only one source (Delta Development Team) can provide the unique and highly specialized product meeting the government's requirements. DLA Troop Support has determined the pricing fair and reasonable, and will send a Request for Quotation (RFQ) to Medical/Surgical contract holders to obtain competitive pricing. The APRU 6L currently uses a standard military battery (BB2590) that is readily available across multiple sources, and the acquisition is intended to support ongoing U.S. military efforts in supporting Ukraine, with the units presently being used by the customer in Korovai.

• Operating temperature range: -32° to 50°C (-25° to 122°F) with battery discharge and
AC power operation.
• Storage temperature range: -32° to 60°C (-25° to 140°F)
• Max dimensions: 31" x 18" x 17"
• Max weight: 35 lbs
• Minimum internal storage volume: 5-6L (enough for at least six full 500ml blood bags and room for proper air circulation around bags.
• FDA Listed, AABB Certified, and HAA FAA qualified.
• Waterproof and dustproof
The APRU 6L uses a standard military battery (BB2590), which is readily available across multiple sources.
5. DLA Troop Support has already determined the prices of the supplies under the ECAT Multiple Award Schedule Program fair and reasonable based on a favorable comparison to other than certified cost or pricing data. Request for Quotation (RFQ) will be sent to all Medical/Surgical contract holders prior to placement of the delivery order to obtain better pricing. This acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. Market research was conducted on
7. ECAT vendors have the opportunity to add products that fall within scope of the ECAT contract regularly, thereby increasing competition. DLA Troop Support will continue to attempt to locate other acceptable sources for future requirements at USAMMCE – Kaiserslautern Army Depot as they arise; however, any new items would need to meet all the USAMMCE – Kaiserslautern Army Depot’s requirements.
