About this file

This document is a Determination & Findings (D&F) for Other Than Full & Open Competition, justifying a sole-source procurement for the Army Research Laboratory (ARL). The procurement involves four high-speed imaging cameras and four lens adapters from Photron USA, Inc., to be purchased through the sole authorized reseller Tech Imaging Services, with a total estimated value of $145,000. The cameras are required to improve flight characterization of penetrators, study sabot discard phenomena, implement down-bore imaging, and better characterize projectile launch and flight characteristics.

Market research conducted from January to March 2025 confirmed Tech Imaging Services as the exclusive distributor of Photron USA FASTCAM products. The procurement supports critical research including the Decisive Lethality Penetrator Study, M829A4 Value Engineering, and M10 Booker M900 Behind Armor Debris Study. The current capability is limited to two legacy high-speed cameras used within forty feet of muzzle exit, and these additional cameras will significantly expand imaging capabilities for terminal ballistics testing at ARL's experimental facility range 9. The contract is to be awarded to Tech Imaging Services, a small business, with a required delivery time of 12 weeks after receipt of order to Aberdeen Proving Ground, Maryland.

DETERMINATION & FINDINGS FOR OTHER THAN FULL & OPEN COMPETITION

(ACTIONS SAT AND BELOW) Brand Name Sole Source

1. DESCRIPTION OF PROPOSED PROCUREMENT:

Four (4) high-speed imaging cameras and four (4) lens adapters.

2. PROPOSED CONTRACTOR/MANUFACTURER:

Proposed Manufacturer:

Photron USA, Inc.

9520 Padgett Street, Suite 110 San Diego, CA 92126

Proposed Authorized reseller:

Tech Imaging Services 428 Lincoln Avenue Saugus, MA 01906 Cage Code: 1YYB7 Small Business

3. ESTIMATED TOTAL VALUE: $145,000

4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):

_X__ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert

Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.

___ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:

___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:

___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.

__X_ Other reasoning to support a sole-source buy:

The Lethal Mechanisms Branch (LMB) under the Army Research Laboratory (ARL) Terminal Effects (TE) competency requires four (4) High-Speed Imaging Cameras with four (4) lens adapters for improving flight characterization of penetrators. These cameras, and adapters, are required to provide a means to better study sabot discard phenomena, implement down bore imaging, and better characterize projectile launch and flight characteristics along a greater range interval.

These cameras are in support of increasing the fidelity of terminal ballistics testing at ARL’s experimental facility (EF) range 9. The use of these cameras will also provide an opportunity to examine penetrator flexure and yawing motion. Currently, only two (2) legacy high-speed cameras are used at ARL to capture sabot discard. These two (2) cameras are used within forty feet of flight after muzzle exit. It would be highly beneficial to the Government to obtain additional images of the penetrator, as it flies toward its target. This is essential to support the Decisive Lethality Penetrator Study, M829A4 Value Engineering and the M10 Booker M900 Behind Armor Debris (B.A.D.) Study.

Market research was conducted from 15 January 2025 to 15 March 2025 by Donald Baxendell, a 21 year Range Master/Test Director with ARL. While conducting research it was determined that there is only one (1) source, Tech Imaging Services (TIS), that is the sole, exclusively authorized distributor of Photron USA FASTCAM products. Therefore, the government recommends pursuing this action as a brand name sole source to Tech Imaging Services (CAGE: 1YYB7, Small Business) as it is the only authorized reseller of the required manufacturer in the state of Maryland, which was verified in a signed memo from Photron USA.

6. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
