About this file
This document is a Class Justification and Approval (CJ&A) for the use of other than full and open competition to issue sole source contracts with Raytheon Missile Systems (RMS) for the design, integration, testing, evaluation, and procurement of Military (M)-Code kits to be installed in Tomahawk Block V All-Up-Round (TACTOM AUR) missiles. The CJ&A cites 10 U.S.C. 2304(c)(1) as the statutory authority, noting that RMS is the only known source with the required technical knowledge, expertise, data, and facilities to integrate the M-Code capability within the required time and budget. The contract effort is expected to be split into two phases, with Phase I through Critical Design Review and Phase II including integration, test, qualification, and delivery of the M-Code kits. Research, Development, Test & Evaluation (RDT&E) funding is planned for FY19-23, and Weapon Procurement Navy (WPN) funding is planned for FY23-25. The Contracting Officer will ensure a fair and reasonable price through cost and price analysis with support from DCMA and DCAA. The CJ&A authorizes and approves the issuance of sole source contracts with RMS, with the authority expiring on September 30, 2025.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c)(1) , Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
As a result of a competitive procurement in 1994, RMS was selected as the sole AUR missile and de ot maintenance.

8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, NA VAIR has no plans at this time to compete future contracts for the types of supplies and services covered by this document. If another potential source emerges, NAVAi R will assess whether competition for future requirements is feasible.
