LIMITED SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

Subj: BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Naval Surface Warfare Center Carderock Division (NSWCCD), Code 6530, is seeking to acquire National Instruments signal conditioning hardware for the upcoming Modernized Dry Deck Shelter (ModDDS) Deep Submergence, Structural Evaluation Test. The ModDDS will be attached to a host submarine during testing.
The required hardware will go towards developing a Data Acquisition System (DAS) to monitor the structural integrity of the ModDDS in real time to determine go/no-go criteria during the full scale deep dive. Once procured, the system will be built, tested, and packaged at Carderock, and installed on the ModDDS once the host submarine and testing schedules have been finalized. The required hardware consists of Qty (22) NI- 9236, 8-Channel C Series Strain/Bridge Input Modules manufactured by National Instruments Inc.
The estimated cost for all components is $ The manufacturer, National Instruments Inc. All products are Commercial Off the Shelf (COTS) items and have a standard delivery time of no greater than 20 business days ARO.

2. SUPPORTING DOCUMENTATION FOR LIMITED SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
The National Instruments Inc. products listed above are required for the ModDDS Deep Submergence DAS because the modules will be installed in National Instruments cDAQ chassis procured during the design phase of the ModDDS DAS development to meet stringent size and channel count requirements. NSWCCD has software packages designed in-house (over multiple years) for the National Instruments hardware for recording, monitoring, and computing real-time data statistics specific to Deep Submergence testing. The software packages are critical for monitoring real-time hull stresses and determining go/no-go criteria during deep dive operations.
If the National Instruments signal conditioning modules are not procured for the ModDDS, a new system would be required. Not only would this increase the material cost of the procurement, but would also significantly increase the cost of the labor necessary to rewrite, test, and debug the critical software packages, redesign, test, package and deliver the new hardware to the ModDDS on time, and create too many redesigns and drawing modifications that the critical path would not meet mission critical deadlines.
This would also negatively impact the build schedule of the ModDDS due to the changes that would need to be incorporated if the make and model of the hardware changes. The ModDDS will be attached to a host submarine any delays in schedule could cause the project to miss the submarine availability window resulting in extensive delays in confirming and validating Navy assets. Due to all these factors, it is required that this procurement be a brand name procurement. Therefore, in accordance with FAR 13.106-1 (b)(1)(i) it has been determined that the circumstances of this contract action deem only National Instruments brands to be reasonably available.
3. MARKET SURVEY
Section 2 shows the reasoning behind the brand name justification for the components in this procurement. National Instruments does have multiple federal resellers that have been determined to be capable of providing the equipment listed in section 1. The following are three companies that are capable of provided the necessary equipment, as well as if they are available on a GSA Schedule.
