About this file
This is a Non-Competitive Procurement Justification Memorandum from the Naval Surface Warfare Center Carderock Division (NSWCCD) for purchasing specialized hardware. The procurement involves acquiring one hundred and four (104) Nidec M751 servo motor drives, powerlink adapter cards, and resolver adapter cards to replace obsolete ABB/Baldor drives in the Maneuvering and Seakeeping (MASK) Basin wavemaker's thirteen enclosures.
The justification for sole-source procurement is based on the specific technical requirements of the MASK Wavemaker, which requires precise hardware and software integration. Edinburgh Designs Ltd, the original wavemaker designer, determined that only Nidec hardware is suitable for integration with the existing control system. Replacing the drives with alternative hardware would necessitate extensive testing, software modifications, and potentially cause operational delays. The procurement is estimated to cost an undisclosed amount and is being pursued to maintain the operational capabilities of the MASK Carriage, Basin, and Wavemaker, with the procurement effective in April 2025.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025
MEMORANDUM FOR FILE
FROM:
CODE: Code 89 TO: Code 02
DATE: 6/6/25
SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
NSWCCD intends to purchase one hundred and four (104) each Nidec M751 drives, powerlink adapter cards, and resolver adapter cards to replace obsolete ABB/Baldor drives in the Maneuvering and Seakeeping (MASK) Basin wavemaker.
Manufacturer: NIDEC CORP Address: 338 Kuzetonoshiro-cho, Minami-ku, Kyoto 601-8205, JAPAN Phone: +81-75-922-1111 [075-922-1111]
Estimated cost:
III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
A. BRAND NAME. The item required must be a brand name product, or feature of a product, particular to one manufacturer.
The proposed acquisition is for the purchase of one hundred and four (104) Nidec M751 Servo Motor Drives, one hundred and twenty (104) Nidec PowerLink Adapter Cards, and one hundred and four (104) Nidec Resolver Cards to replace the current obsolete ABB/Baldor Motor Drives in thirteen (13) MASK Wavemaker enclosures. Edinburgh Designs Ltd, the original MASK Wavemaker designer determined the exact replacement hardware necessary as part of contract N0016725P0053.
1. Restrictive Rights. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Federal Supply Schedule (FSS) IAW FAR 8.405-6(b).
4. Other Reasons:
In order to integrate the new hardware into the MASK Wavemaker control system, only the Nidec hardware is suitable for use. The MASK Wavemaker is a complex electro-mechanical machine requiring integration of hardware and software to properly operate. Edinburgh Designs Ltd has determined that the Nidec hardware being procured will work with the current MASK Wavemaker software and the currently installed hardware. Use of other hardware would require significant testing and reworking of the MASK Wavemaker software. Edinburgh Designs Ltd has used the Nidec drive successfully in multiple other wavemakers throughout the world.
As part of contract N0015725P0053 NSWCCD tasked Edinburgh Designs Ltd with determining a suitable replacement for the current ABB/Baldor drives and upgrading the hardware in enclosure 1. Edinburgh Designs Ltd, selected the Nidec M751 drive, tested it with a spare motor supplied by NSWCCD from the MASK Wavemaker, and is in the process of replacing the hardware in enclosure 1. As part of that contract Edinburgh Designs Ltd gave NSWCCD permission to purchase the necessary hardware to replicate the work done in enclosure 1 for the remaining twenty-six (26) enclosures.
Division 89 seeks to procure the necessary hardware to upgrade thirteen (13) of the enclosures.
Although it may be possible for NSWCCD to replace the current MASK Wavemaker drive hardware with another commercially available drive, that would require NSWCCD to task Edinburgh Designs Ltd to test that hardware and modify the software to work with it. Since Edinburgh Designs Ltd uses the Nidec hardware at other wavemakers throughout the world it is known that the Nidec hardware works with the Njord wave generation software used in Edinburgh Designs Ltd wavemakers. Using other hardware would delay the upgrading of the remaining twenty-six enclosures and add additional risk to the wavemaker operation. Further, since enclosure 1 will have the Nidec drives installed as part of N0016725P0053, there would be at least two (2) and for a time three (3) different types of motor drives installed in the MASK Wavemaker, necessitating spares of multiple drives and could pose operational issues. As the current ABB/Baldor drives are no longer manufactured using other dries would result in unacceptable delays to ongoing projects of the agency that require the use of the MASK Carriage, MASK Basin, and MASK Wavemaker. The new hardware required for this procurement is estimated to cost NSWCCD approximately Replacing the obsolete hardware in MASK Wavemaker is in the best interests of NSWCCD.
B. SOLE SOURCE. (select all that apply)
1. Restrictive Rights. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. Other Reasons.
4. Federal Supply Schedules (FSS): IAW FAR 8.405-6(a)(1)
