About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs authorizing a non-competitive procurement below the Simplified Acquisition Threshold (SAT) of $350,000.

The Pittsburgh VA Medical Center (VISN 04, NCO4) seeks to procure CPR training and simulation equipment, specifically Laerdal brand replacement neck skins with fasteners for Resusci Anne manikins and additional RQI (Resuscitation Quality Improvement) simulation carts. The equipment will expand the medical center's RQI training capability for CPR instruction to medical professionals on adult and infant manikins. The justification establishes that only Laerdal equipment meets the facility's standardization requirements due to its exclusive compatibility with the American Heart Association's RQI Program, which was co-created with Laerdal Medical. The RQI carts feature hospital bed-height workspaces, accurately mimic clinical environments, and include integrated laptop bases with flexible positioning for instructors and trainees. The contracting officer certifies that market research was conducted through the RQI program database, GSA Advantage, and Google searches, which confirmed no alternative RQI-certified training carts exist commercially. The document notes that Service-Disabled Veteran Owned Small Businesses (SDVOSB) sources are authorized distributors of Laerdal equipment, and quotes from multiple SDVOSB vendors are expected. The contracting officer certifies the justification is accurate and that fair and reasonable pricing will be determined prior to award under FAR 12.102(a). The document is effective November 15, 2024 (Revision 01).

Justification for Single Source Awards IAW FAR Overhaul 12.102(a) For Restricting Competition for Acquisitions Valued at or Below the SAT ($350K)

Acquisition Plan Action

1. Contracting Activity: Department of Veterans Affairs, VISN 04, NCO4 in support of the Pittsburgh VA Medical Center located at University Drive C., Pittsburgh, PA 15240.

PR:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Pittsburgh VA Medical Center has a need for CPR training and simulation equipment, which includes replacement neck skins w/fasteners for Laerdal Resusci Anne manikins as well as additional RQI (Resuscitation Quality Improvement) simulation carts to properly simulate and monitor training CPR performance on adult and infant manikins. This will be restricted to Brand Name Only, using the Laerdal model number replacements and RQI carts.

This purchase will expand the Pittsburgh VAMC’s RQI training capability by increasing the number RQI carts in use and obtain replacement Laerdal manikin neck parts which will maintain the performance, realism, and optimal compliance with CPR training guidelines.

Estimated value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The requested Laerdal brand replacement manikin parts and RQI carts are essential for the Pittsburgh VAMC due to standardization which limits the expense of additional funding, time, and training requirements for Pittsburgh VAMC staff. The Pittsburgh VAMC currently utilizes the American Heart Association’s Resuscitation Quality Improvement (RQI) Program for ongoing CPR training of all medical professionals and was created in conjunction with Laerdal Medical. As such, Laerdal BLS training equipment is uniquely compatible with RQI and was designed specifically for medical environment training. RQI simulation carts possess workspaces for adult and infant manikins which mimic the standard height of hospital beds and infant bassinets respectively. Furthermore, the underlayment surfaces mimic hospital beds for accurate CPR simulations and results. An adjustable laptop base is integrated with built in wiring which provides flexibility for instructors and trainees for simulations in multiple positions.
