DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

24 March 2022

TO: AFSC/PZIMA

FROM: OC-ALC/OBCA for 76 CMXG

SUBJECT: Brand Name Justification for C22-017 Delta H Dual Aerospace Heat Treat System

1. 76th CMXG request the purchase of one (1) Delta H Dual Chamber Aerospace Heat Treat System (PN: DCAHT-241672-1200/500-MIL) to include delivery, offloading, installation, startup/performance verification, calibration and training in Building 9001, Post G-28 at Tinker Air Force Base OK.

2. Tinker Air Force Base currently has a Delta H Dual Chamber Aerospace Heat Treat System that is used to support the 55rd organic manufacturing shops. It is certified to class 1, +/-5 degree Fahrenheit, which meets the requirement for certain alloys per AMS2770. The purchase of a second Delta H Dual Chamber Aerospace Heat Treat System allow operators to have training from a singular manufacturer on the controls, safety shut down operations, program loading, furnace data download, temperature graph readings and thermocouple installation. In addition, the maintenance branch will already know how to perform preventative and remedial maintenance, calibration, temperature uniformity surveys and system accuracy tests on the furnace. PMEL already owns thermocouples and testing equipment for the Delta H Dual Chamber Aerospace Heat Treat System to run those routine test. Furthermore, the recipes saved on the existing Delta H Dual Chamber Aerospace Heat Treat System will be easily flashed and transferred over to the new Delta H controller since they will be the same equipment. This will save engineering time and therefore saving costs. The overall costs for training and equipment saved by purchasing another Delta H Dual Chamber Aerospace Heat Treat System is approximately $20,000.00 annually.

3. Therefore, it is requested that Delta H Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333994) looking for companies that could provide Delta H Dual Chamber Aerospace Heat Treat System. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Delta H Dual Chamber Aerospace Heat Treat System. The Original Equipment Manufacturer (OEM) submitted documentation stating that Phillips Corporation Inc., Federal Division, is the sole and exclusive distributor of Delta H Dual Chamber Aerospace Heat Treat System and any associated factory certified service, training and applications work for United States Government facilities. In review, there is only one (1) source that can provide this commodity for this acquisition.
