About this file
This is a Limited Source Justification memorandum for a brand name acquisition of Delkin Devices memory modules. The contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), located at 110 Vernon Avenue, Panama City, Florida 32407-7001.
The procurement involves a firm fixed price purchase order for 250 Delkin Devices Flash NAND SLC 32GB Modules (Part Number M432TNIJGR-RA000-D) to support engineering testing and evaluation of End-of-Life shuttle drives. The estimated procurement value is below the simplified acquisition threshold of $350,000. The justification asserts that Delkin Devices is the only brand of rugged memory modules meeting the Government's requirements, as these modules are the only ones qualified to work with the specified systems via demonstration. Alternative brands would require extensive testing, qualification, and redesign efforts, creating schedule delays and excessive costs. The justification cites that alternate equipment may introduce harmful changes to existing system parameters, rendering the system significantly less effective. Acquisition will be advertised on SAM.gov. The Contracting Officer is responsible for determining the order represents best value under FAR 12.203 commercial evaluation procedures, considering price, recurring costs, administrative costs, and engineering expenses. The contract will be funded with FY26 funds.
