About this file

This is a Limited Source Justification memorandum for a brand-name procurement by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The contracting activity seeks to acquire 250 units of Delkin Devices Flash NAND SLC 32GB Memory Modules (Part Number M432TNIJGR-RA000-D) through a firm fixed price purchase order on a brand-name basis. The estimated procurement value is redacted but falls below the $350,000 simplified acquisition threshold. All material delivery is required within twenty-six weeks of order award, with funding from FY26.

The justification establishes that Delkin Devices is the only brand of rugged memory modules meeting the Government's specific needs for End-of-Life Shuttle drives and engineering test and evaluation purposes. The NSWC PCD currently requires these modules as the original equipment manufacturer (OEM) specification, and the modules are the only ones qualified to work with the agency's systems via demonstration. The justification argues that alternate brands would require extensive testing and qualification, creating massive schedule delays and excessive costs, and that alternative equipment may introduce new parameters harmful to existing systems. The contracting officer will determine that the purchase represents the best value considering price, recurring costs, administrative costs, engineering and redesign costs, and other factors. Market research will be conducted among schedule holders, and the action will be advertised on SAM.gov.

Therefore, it is significantly more advantageous to the Government that the Delkin Devices brand of memory modules are acquired.
