About this file
This is a Brand Name Justification memorandum from the Naval Surface Warfare Center Carderock Division (NSWCCD) documenting the restriction of competition for a FAR Part 12 commercial acquisition not exceeding the Simplified Acquisition Threshold (SAT). The requirement encompasses four line items of Cortland International mooring materials and splice accessories needed to extend Low Frequency Line Arrays (LFLAs) at the SEAFAC acoustic facility near Ketchikan, Alaska. The specific items are: Plasma 12 strand, 1-1/8" diameter rope (Part T318, 900 feet), HMPE Sleeve Braid 1-1/8" diameter (Part SX18, 100 feet), HMPE Sleeve Braid 1-5/16" diameter (Part SX21, 150 feet), and Galvanized Thimbles 1-3/8" diameter (Part 51582, 2 pieces). The Cortland International OEM is located at 1012 Second Street, Anacortes, WA 98221.
The justification for brand name restriction centers on the unique technical requirements of the LFLA system, which supports a 10,000-pound array-stabilization weight requiring exceptional verticality, safety, and robustness. Market research confirms that while commercial alternatives exist, Cortland's proprietary ultra-high molecular weight polyethylene (UHMWPE) rope with patented thermal enhancement provides performance characteristics (stretch, creep, and load-bearing capability) that cannot be replicated by alternatives. To minimize risk of catastrophic failure in active sensor arrays and ensure compatibility, all ancillary components must be Cortland-specific. The procurement is brand name restricted but not sole source, allowing competition among all authorized Cortland resellers and distributors to ensure fair and reasonable pricing. The related solicitation N0016726Q1158 issued by Naval Sea Systems Command indicates quotes and capability statements are due by 12:00 Noon on 01 September 2026, with questions due by 12:00 Noon on 27 August 2026. Award will be a firm fixed-price purchase order using Simplified Acquisition Procedures.

Request to Restrict Competition for FAR Part 12 Acquisition NTE SAT
PID#:
This requirement is for a commercial product or commercial service that is not expected to exceed the simplified acquisition threshold (SAT) and FAR Part 12 procedures will be used for the purchase. FAR 12.102(a) states that the decision to restrict competition, including the use of brand name descriptions without allowing for “equal” products, must be documented. The Requirements Owner requests approval to restrict competition for the identified PID# for the reasons stated in Section III and submits this memorandum to document the basis for the request pursuant FAR 12.102(a).
I. TYPE OF RESTRICTION REQUESTED
SELECT ONE
☐
Sole Source. A sole source procurement means only one source for the required commercial product or service is reasonably available based on the information provided and certified by the Requirements Holder, e.g., exclusive licensing agreement, direct replacement, etc. “Sole source” restricts who can sell the product/service to the Government. If there is only one authorized dealer or reseller, select “Sole Source.”
☒
Brand Name. A brand name procurement means that the requirement includes a brand name description, specifies a particular brand name product, or the features of the product are particular to one manufacturer. “Brand name” restricts what can be sold to the Government but not who can sell it. If there is more than one authorized dealer or reseller, select “Brand Name.”

III. BASIS TO RESTRICT COMPETITION
A. Existing Restrictive Rights/Licensing Agreements.
SELECT ALL THAT APPLY
☒
Restrictive Rights. The prospective contractor has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the product or service required.
☒
Exclusive Licensing Agreements. The product or service is only available from the OEM or authorized OEM dealer or reseller.
B. Coordination with Existing Equipment and Systems.
SELECT ALL THAT APPLY
☒
Compatible Form, Fit, & Function. The product or service must be compatible in all aspects with existing systems presently installed and performing.
·
Direct Replacement. The product or service is a direct replacement for parts and components for existing equipment.

C. Market Research Conducted & Conclusions.
The requested procurement is needed to extend the length of the Low Frequency Line Arrays (LFLAs) at the SEAFAC acoustic facility near Ketchikan, Alaska. The original LFLAs were designed and built using these same Cortland mooring line and splice accessory part numbers. By extending the length of these arrays, the Government will be able to add up to eleven (11) more acoustic sensors, greatly expanding test coverage during full-scale submarine trials at significantly lower cost than building a completely new array.
The LFLAs are unique in that they carry a 10,000 lbs ‘array-stabilization’ weight at the bottom of the array. All other underwater arrays at SEAFAC are not built to carry such a heavy stabilization weight. In the case of LFLA, this was necessary to keep the vertical string of sensors as straight as possible. Because of this verticality requirement, safety and robustness are more important than for typical underwater arrays, and even more true for any array modification. Any material substitutions or non-compatibilities have the potential to introduce strength and/or reliability differences in the final assembly.
Market research indicates that while commercial alternatives exist, the specified Cortland Plasma® synthetic rope is fabricated from proprietary ultra-high molecular weight polyethylene (UHMWPE) that undergoes a patented thermal enhancement process unique to Cortland. Utilizing any alternative rope would introduce unquantifiable differences in stretch, creep, and load-bearing performance under sustained tension. To ensure overall system survivability and eliminate the risk of premature catastrophic failure of active sensor arrays, all ancillary components (including matching HMPE sleeve braids and galvanized thimbles) must maintain direct, compatibility with the proprietary Cortland synthetic line.
To maximize competition within these technical constraints, this requirement is brand-name specific but not sole source to a single vendor. The procurement will be competed among all authorized Cortland resellers and distributors capable of delivering the specified supply, thereby ensuring fair and reasonable pricing.
