About this file
This is a Non-Competitive Procurement Justification Memorandum dated 6 April 2026 from the Naval Surface Warfare Center Carderock Division (NSWCCD) justifying a sole-source procurement under simplified acquisition procedures. The requirement is for two Continuous Wave Single Longitudinal Mode Lasers manufactured by Coherent Inc. (5100 Patrick Henry Drive, Santa Clara, CA 95054, Point of Contact: John Miles) to replace existing Coherent Genesis MX lasers in the government-owned Laser Doppler Velocimetry (LDV) system at Carderock. These lasers are mission-essential for conducting propulsor inflow measurements in support of the BBG(X) program and are used to measure water velocity in test facilities including tow basins and water tunnels.
The justification for non-competitive procurement is based on brand-name compatibility requirements. Replacement with non-identical lasers would necessitate substantial modification and reengineering of existing system components, with estimated costs of several months of labor and manufacturing expenses, along with unnecessary delays to the BBG(X) program support planned for FY27. The procurement is being conducted under FAR 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold, with quotes and capability statements due by 12:00 Noon on 3 June 2026. Questions must be submitted by 12:00 Noon on 27 May 2026, with answers to be publicized in a solicitation amendment. The purchase order is structured as a total small business set-aside on a firm fixed-price basis using Simplified Acquisition Procedures under solicitation number N0016726Q1097.

MEMORANDUM FOR FILE
FROM:
CODE:
| TO: | Code 02 |
| DATE: | 6 April 2026 |
| SUBJECT: | Non-Competitive Procurement Justification Memo for Actions Under SAT |
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
Two (2) Continuous Wave Single Longitudinal Mode Lasers for BBG(X) Resistance and Powering Laser Doppler Velocimetry (LDV) Propulsor Inflow Measurements. This equipment is mission-essential for conducting laser doppler velocimetry (LDV) propulsor inflow measurements in support of the BBG(X) program at the David Taylor Model Basin (DTMB) on Carriage 2.rovide a description of the item or service required, including its intended use, the name of the required source or brand name, the quantity, and the required delivery date/period of performance.
Manufacturer: Coherent Inc.
Address: 5100 Patrick Henry Drive, Santa Clara, CA 95054 Phone: (703) 451-3800 POC: John Miles, John.miles@coherent.com
III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
☒ A. BRAND NAME.
Requested lasers are replacement for components in an existing government-owned Laser Doppler Velocimetry (LDV) system for the measurement of water velocity in test facilities at Carderock including our tow basins and water tunnels. The existing lasers are Coherent Genesis MX lasers. This purchase is for replacements lasers for this system. Replacement with non-identical lasers would require modification and reengineering of several components in the existing system or possibly would not fit in the existing system at all. This would result in substantial additional time and expense for the government estimated at several months of labor ($ ) and manufacturing costs ($ ) and unnecessary delays in Carderock’s support for model-scale testing for the BBG(X) program in FY27.
