About this file
This document is a Brand Name Justification (BNJ) that supports the acquisition of a one-time Bobcat Compact Excavator and related attachments by the Navy Facilities (NavFac) Southwest for use at Naval Air Station North Island, Coronado. The contracting activity is the General Services Administration (GSA).
The BNJ states that the compact excavator, including the Bobcat brand name, is essential to meeting the government's requirements. The mechanic at the target location, San Clemente Island, is a certified Bobcat mechanic, and using a non-Bobcat brand would require additional costs to transport the equipment for servicing. The market research indicated that no other brands are qualified to meet the government's needs. The requirement will be competed among small businesses to ensure best value. Delivery is required within 30 days of order.

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY

4. IDENTIFICATION OF JUSTIFICATION RATIONALE
The circumstances and rationale for limiting consideration to select contractors for award follows:
In accordance with FAR Part 6.302-1(c), “An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer- (i) Does not provide for full and open competition, regardless of the number of sources solicited; and (ii) Shall be justified and approved in accordance with 6.303 and 6.304.”
In accordance with FAR Part 6.303-1, This limited source justification will document that this Bobcat requirement is essential to the Government’s requirements and the market research which indicated that no other brand is qualified to meet NavFac’s requirements.
5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY
The compact excavator will be accepted and inventoried by NavFac at Coronado, CA. Then, the compact excavator will be shipped to San Clemente Island for use. The mechanic at San Clemente Island is a certified Bobcat mechanic. If a brand other than Bobcat is procured, the mechanic at the location will be unable to maintain or repair the excavator. Selection of any other manufacturer’s equipment would create additional expenditures. The product would need to be shipped to a location with a mechanic who is able to service and/or repair the product. Unnecessary shipping costs to transport the excavator to and from the location of another mechanic would be incurred.
Furthermore, there is an inventory of Bobcat spare parts at San Clemente Island available for Bobcat equipment.
In addition to additional expenses, selection of any other manufacturer's equipment will impede the mission. The additional shipping time to and from the mechanic will unnecessarily impede the mission. Should the equipment require repair while being actively used, the work will be halted until the time that the excavator can be shipped, repaired, and returned. Selection of any other manufacturer would create unnecessary expenses and negatively impact the users and mission.
6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE
The requirement will be competed among small businesses by way of a solicitation on SAM.gov to ensure the government is receiving the most competitive price.

7. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED
Market research was conducted in May 2024. This research consisted of reviews of similar previous procurements and a market survey through search engines of open market contractors and Federal Supply Schedule contractors. Search engines utilized include Google and GSA Advantage catalog using the part numbers, description, and manufacturer. None of the items were found on GSA Advantage. In fact, Bobcat appears to not have any equipment on GSA Advantage.
8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION
Prior to any subsequent procurement the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.
9. CONTRACTING OFFICER CERTIFICATION AND APPROVAL
