The 932S blend dome shelter manufactured by Rubb, Inc. is constructed in three parts: the fabric cover is woven material of a proprietary blend of fibers and treatments; the steel frame is hot dipped and galvanized at the manufacturer’s facility and welded according to required specifications; and the lift kit attachment is designed according to material handling equipment specifications with a single lift point, to support the standing structure during lifts to deposit, extract or move large assets or the tent itself as required, without damaging the structure or assets underneath. These tents need to match pre-existing tents for uniformity. There is an authorized reseller/distributors of the Rubb products and that is Cocoon, Inc. Purchasing another manufacturer’s product would require a significant investment in retrofit and duplication of material handling equipment, retraining of handlers, and reconfiguring asset storage arrays.

. The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

As detailed above, the materials and process inputs to the manufacturing of Rubb shelters are proprietary to the company. Existing Rubb shelters at the WSS facility are fitted with a single lift point (kit) that requires material handling equipment with trained handlers to successfully and safely execute asset moves and lifts without damaging the shelter. Due to the design elements of Rubb shelters, they are able to withstand winds up to 100 mph experienced in the environment at Barstow. Attempting to introduce a different product would require retooling MHE and retraining personnel, which would present unacceptable risk to cost, schedule, assets, and lead to duplicative, inefficient storage/retrieval procedures. By procuring Rubb shelters, the Government is able to leverage additional efficiencies in materials such as standard repair parts, and processes for training, handling, and maintenance of the assets.

As discussed previously, the makeup and production process of materials for Rubb shelters for the 932S blend are protected and proprietary to the manufacturer, Rubb, Inc.
