About this file
Brand Name Justification Memorandum Summary
This is a Brand Name Justification Memorandum issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) for the acquisition of Water Linked Doppler Velocity Logger (DVL) underwater sensors and associated mounting brackets. The contracting activity will award a firm fixed price purchase order under simplified acquisition procedures to the lowest-priced offeror meeting specifications. The total acquisition value exceeds micro-purchase levels but does not exceed the simplified acquisition threshold of $350,000.00.
The requirement consists of four line items: one Water Linked DVL A50 unit (SKU BR-101756), one A50 Mounting Bracket (SKU BR-101983), one Water Linked DVL A125 unit (SKU BR-102656), and one A125 Mounting Bracket (SKU BR-102741). These sensors are required for the RAPID IMPACT project to support adaptive-control software implementation on the Sea Leopard prototype unmanned underwater vehicle (UUV), which will serve as a low-cost test bed for the REMUS family of UUVs. The DVLs provide critical velocity, depth, and altitude data necessary for autonomous vehicle positioning and navigation. The Water Linked A50 is the only commercial off-the-shelf DVL with a diameter less than 2.75 inches and weight under 4 ounces with 50-meter altitude sensing capability, while the A125 is the only COTS DVL meeting requirements of less than 5 inches diameter, under 1.2 pounds weight, with 125-meter altitude sensing range. The justification asserts no significant savings are expected through competition and that alternative brands would necessitate redesigned drawings and revised calculations, resulting in unacceptable project delays and cost overruns.

SUBJ: BRAND NAME JUSTIFICATION MEMORANDUM TO ACQUIRE FOR
WATERLINKED A50 AND A125 DVLS
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand specific justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order to the lowest priced offered that provides the Water Linked product(s) required.
3. A description of the supplies or services required to meet the agency’s needs
(including the estimated value).
The contract effort is to acquire the following:
Line SKU Description Qty.
1 BR-101756 WaterLinked DVL A50 1
2 BR-101983 A50 Mounting Bracket 1
3 BR-102656 WaterLinked DVL A125 1
4 BR-102741 A125 Mounting Bracket 1
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold of $350,000.00.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.
Authority: FAR 6.103-1(d), Application for brand-name descriptions.
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the items listed in Paragraph 3 of this document. The IAR project titled RAPID
IMPACT has a requirement to procure a Doppler Velocity Logger (DVL) underwater sensor.
The RAPID IMPACT effort requires implementation of adaptive-control software onto a prototype UUV, Sea Leopard, in order to refine algorithms and ensure simulated performance metrics are satisfied on hardware. Sea Leopard will be utilized as a low-cost test bed surrogate for fleeted assets such as the REMUS family of UUVs for vehicle software development and maturation. The requested DVLs will be utilized on Sea Leopard to provide velocity, depth, and altitude data for the UUV while underwater and completing missions. The data provided by the
DVL informs the local positioning and navigation solution necessary for the vehicle to operate and complete tasks.
The Water Linked A50 DVL is the only COTS DVL with a diameter less than 2.75" and a weight less than 4 ounces when submerged. This is the only COTS DVL with this form factor that has a 50-meter altitude sensing capability. The Water Linked A125 DVL is the only COTS
DVL with a diameter less than 5" and a weight less than 1.2 lbs when submerged that has the desired altitude sensing range of 125 meters. This is the only COTS DVL with this form factor and price range that has a 125-meter altitude sensing capability. These are the only products with the necessary size and cost requirements that are suitable for use on the platform of interest without compromising or impacting internal payload capacity. As such, the requesting project has generated drawings as well as test plans and calculations around these two DVLs. If another brand were to be selected, the developed drawings and plans would have to be updated and the calculations revised, resulting in project delay and cost over-runs.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the Water Linked brand.
5. A determination by the ordering activity contracting officer that the order will represent the best value consistent with FAR 12.203.
Prior to award, the Contracting Officer shall determine that the resulting order represents the best value and results in the lowest overall cost alternative (considering technical, price, and past performance) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Water Linked is the only brand that can meet the
Government’s needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Water Linked A50 and A125 DVL are the only products that can meet the requirement.
