About this file

This is a Brand Name Memorandum and Limited Source Justification for a firm fixed price purchase order issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida.

The acquisition procures four units of CCA-Mode5 Crypto Circuit Card Assemblies (Part Number NSN 5998-01-554-4968) and shipping services, with a total estimated value not exceeding $350,000.00 and a simplified acquisition threshold of $350,000.00. All equipment must be delivered no later than thirty (30) weeks after contract award. The contracting officer has determined this represents best value and the lowest overall cost alternative. ISO-Group is identified as the sole brand capable of meeting government needs, as the CCA-MODE 5 CRYPTO Circuit Card Assembly is a highly specialized cryptographic circuit card assembly designed exclusively for the AN/UPX-41(C) Interrogator Set used by the U.S. Navy on ships and aircraft for identifying friendly and hostile targets and supporting air traffic control. These assemblies are the only CCAs compatible with existing LCAC100 systems and are critical for platform functionality. The contracting officer noted that attempting to procure an alternate non-brand-name assembly would require extensive and costly cryptographic recertification and system integration testing with unacceptable mission delays and duplicated costs not recoverable through competition. Future procurement of this component will likely remain restricted to ISO-Group brand equipment pending full technical data rights acquisition by the government. Competition is limited to authorized resellers of ISO-Group brand equipment.
