About this file

This is a Brand Name Justification document for a firm fixed price purchase order issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), located at 110 Vernon Avenue, Panama City, FL 32407-7001.

The procurement authorizes acquisition of Tescom brand hyperbaric test equipment and related services. The specific items include three Tescom 44-1112-24-001 regulators with cleaning and test records, three Tescom 44-1116-24-001 regulators with cleaning and test records, six Tescom 26-1111-182-007 regulators with cleaning and test records, and six Tescom 44-1116-24-009 regulators with cleaning and test records. All components must undergo pressure testing per MIL-STD-1330E specifications, including hydrostatic testing at 150 percent maximum operating pressure for one minute, joint tightness and seat tightness testing at 100 percent maximum operating pressure for a minimum of five minutes using nitrogen with no leakage indication. All items require cleaning per MIL-STD-1330E(SH) and must include Certificates of Compliance and Objective Quality Evidence.

The justification for sole-source procurement is that Tescom hardware is specifically configured for integration with existing NEDU N31 hyperbaric chamber systems and must comply with Navy Diving and Manned Hyperbaric Certification Manual standards. Only Tescom equipment can meet the government's technical requirements without introducing costly delays and safety risks to life support systems. The contracting officer determined this order represents best value and lowest overall cost. This acquisition utilizes simplified acquisition procedures with a total dollar value above micropurchase levels but not exceeding the $350,000 simplified acquisition threshold.

9 Regulators shall be subject to all required pressure tests as specified in MIL-STD-1330E; testing shall include hydrostatic, joint tightness, and seat tightness. Hydrostatic testing to be at 150 percent maximum operating pressure of component for a duration of one minute plus sufficient time for inspection. Regulators shall undergo joint tightness and seat tightness testing at 100 percent of the maximum operating pressure at a duration of no less than five minutes; joint tightness testing shall be performed with nitrogen, showing no indication of leakage.

11 All components shall be cleaned in accordance with MIL-STD-1330E(SH), per purchase order requirements.

12 Certificates of Compliance and Objective Quality Evidence must be provided for all items, tests, and cleaning per MIL-STD-1330E(SH) and per purchase order requirements.

This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.

Authority: FAR 6.103-1(d), Application for brand-name descriptions.

The Tescom hardware being procured is comprised of commercial hardware, with specifications configured specifically for use with current NEDU hardware and software systems. The hardware specified provide the means to integrate with already in place systems for NEDU N31 hyperbaric chamber systems. The hardware will be integrated into already-in-place gas supply panels, which provide regulated gas control for diver’s life support equipment undergoing evaluation at NEDU. Additionally, this hardware must be pressure tested and cleaned in accordance with Navy standards. Only those articles which have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S.

Navy Diving and Manned Hyperbaric Certification Manual and MIL-STD-1330E(SH) Department of Defense Standard Practice, Precision Cleaning and Testing of Shipboard Oxygen, Helium, Helium-Oxygen, Nitrogen, and Hydrogen Systems. The objective of this process is to verify that the life support system provides acceptable levels of operator safety throughout the specified operating range. In summary, using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU. Therefore, it is imperative that this particular brand of equipment is purchased.
