About this file
This is a Memorandum for Record documenting a brand name justification for a commercial acquisition under FAR Part 12 procedures. The 896th Test Support Squadron requires the procurement of one Quasonix QTrack Portable Low-Gain Antenna System, a commercial product, and associated installation. The contracting officer, Darren R. Alvarez, issued this justification from AFTC/PZIOA (OL-EGLIN) to support restricting the acquisition to the Quasonix brand name.
The brand restriction is justified because the 896 TSS currently maintains existing inventory of Quasonix telemetry receivers, and the QTrack antenna system is the only system possessing the proprietary software and hardware interfaces required to directly program, sync, and control these legacy receivers. Procuring an alternative brand would sever critical command and control links, introduce unacceptable data interoperability risks, and require costly and time-consuming workforce retraining. Market research conducted in accordance with FAR Part 10 confirmed competition exists at the reseller level, with two authorized small business sources identified. Accordingly, the acquisition will be competed as a 100% Small Business Set-Aside on SAM.gov to ensure adequate price competition while maintaining the brand restriction and utilizing streamlined FAR Part 12 procedures.

MEMORANDUM FOR RECORD
FROM: AFTC/PZIOA (OL-EGLIN)
SUBJECT: RFO Part 12 Brand Name Justification for Quasonix QTrack Antenna System
1. Requirement. The 896th Test Support Squadron (TSS) requires the procurement of one
(1) Quasonix QTrack Portable Low-Gain Antenna System, a commercial product, and associated installation.
2. Justification. This memorandum documents the justification to restrict this acquisition to the Quasonix brand name in accordance with the procedures for commercial acquisitions under RFO Part 12.
a. Authority: RFO 12.102-4(a) provides for the use of streamlined solicitation procedures for commercial products. This justification supports the determination that restricting consideration to a brand name is necessary to meet the Government's minimum needs.
b. Rationale: The 896 TSS currently utilizes an existing inventory of Quasonix telemetry receivers. The QTrack antenna system is the only system that possesses the proprietary software and hardware interfaces required to directly program, sync, and control these legacy receivers. Procuring an alternative brand would sever this critical command and control link, introduce unacceptable data interoperability risks, and require a costly and time-consuming retraining of the technical workforce. Therefore, the Quasonix brand is essential to meet the Government's minimum needs.
3. Market Research and Competition. Market research was conducted in accordance with RFO Part 10. Research confirmed that while the brand is restricted, competition exists at the reseller level. Two authorized small business sources were identified. Accordingly, this action will be competed as a 100% Small Business Set-Aside on SAM.gov to ensure adequate price competition is received, consistent with the streamlined procedures of RFO Part 12.
4. Determination. Based on the information above, I have determined that the use of a brand-name restriction is justified and that the proposed competitive acquisition strategy represents the best value to the Government.
DARREN R. ALVAREZ
