About this file
This is a Brand Name Justification memorandum from the Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire TE-Connectivity brand conductor cables for the Landing Craft Air Cushion (LCAC) C4N Systems. The procurement seeks 10,000 feet of Multi-Conductor Cables (22AWG 2C BL/WH, Part Number 55A0121-22-0/9) at $1.28 per foot ($12,800), plus ground shipping of $162.91, for a total estimated value of $12,962.91. The contracting activity is Naval Sea Systems Command, NSWC PCD, located in Panama City, Florida. All equipment must be delivered within 30 days of award. The acquisition will be conducted using simplified acquisition procedures and funded with FY26 Operations and Maintenance, Navy (OMN) funds.
The justification asserts that TE-Connectivity is the only responsible source capable of meeting LCAC 100 requirements because these cables are part of the production baseline with the prime contractor and meet current baseline specifications. The requesting official certifies that alternate third-party equipment would require additional testing by both the LCAC 100 prime contractor and US Navy, resulting in at least six weeks of delay and a minimum of $10,000 in additional testing costs. The Contracting Officer has determined the acquisition represents the best value and lowest overall cost alternative. Competition will be limited to authorized TE-Connectivity distributors and resellers. No market research was conducted among other schedule holders due to the established baseline requirement.

MEMORANDUM
From: David Mercer, NSWC PCD Code E31
To: Nicole Stevens, NSWC PCD Code 024
Subj: BRAND NAME JUSTIFICATION TO ACQUIRE TE-CONNECTIVITY BRAND CONDUCTOR
CABLES FOR THE LANDING CRAFT, AIR CUSHION (LCAC) C4N SYSTEMS (PURCHASE
REQUEST 1301327395)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare
Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts
Department Code 02).
2. Nature and/or description of the action being approved.
Authorization to acquire, on a brand name basis, TE-Connectivity brand conductor cables and associated equipment to support the Landing Craft Air Cushion (LCAC), Command, Control, Communications, Computers, and
Navigation (C4N) Systems. Competition will be limited to authorized distributors and resellers of TE-Connectivity brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The contract effort is to acquire:
Description Part Number Qty Unit Price Total Price
Multi-Conductor Cables
22AWG 2C BL/WH
55A0121-22-0/9 10,000 ft
$1.28 $12,800
Shipping (Ground) 1 Lot $162.91 $162.91
The total estimated value of this procurement is $12,962.91. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. All equipment will be delivered no later thirty (30) days after award of the order. The contract action will be funded with FY26, Operations and Maintenance, Navy (OMN) funds.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements FAR 6.302-1(a)(2)(iii)(C).
NSWC PCD is the Systems Engineering Manager (SEM) for LCAC 100 C4N systems. The LCAC C4N requires conductor cabling to conduct operating system updates, software updates and cybersecurity patches the system including implementing automated security testing and address operate/stow switch connection to the cushion vanes.
Conductor cabling involves using metal cores to transmit electrical current or signals, forming the central component of insulated wires and multi-conductor cables. These conductors can be solid for rigidity or stranded for flexibility, often coated with materials like tin to improve corrosion resistance and soldering. TE-Connectivity is the only brand of cable equipment that will meet the Government’s needs because the LCAC 100 uses the TE-
Connectivity brand conductor cabling as part of the new system baseline in production at the prime contractor.
These cables are in direct support of the LCAC 100 and meet the current baseline specifications. Alternate third party equipment would be required to match the LCAC 100 requirements and would require additional testing.
Utilizing equipment other than TE-Connectivity brand equipment will require testing by both the LCAC 100 prime contractor and US Navy resulting in at least 6 weeks of delay (following receipt of the equipment) and would be a minimum of $10,000 of increased cost to conduct testing. Therefore, it is in the best interest of the Government to acquire TE-Connectivity brand equipment to avoid program delays and substantial additional funding.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
As mentioned in paragraph 4 above, TE-Connectivity is the only brand of conductor cabling that will meet project needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
TE-Connectivity is the only brand of conductor cabling boards that will meet the needs of the LCAC C4N system.
