About this file
This is a Brand Name Justification memorandum dated January 26, 2026, from the Naval Surface Warfare Center Panama City Division (NSWC PCD) authorizing a firm fixed price order for Hoke brand multimite trunnion ball valves. The contracting activity is Naval Sea Systems Command under Contracts Department Code 02, located at 110 Vernon Avenue, Panama City, Florida 32407-7001.
The acquisition consists of two line items totaling $17,344: two Hoke Multimite® 79 Series 4-way valves (part number 7911FS4Y) at $2,397 each, and two Hoke Multimite® 79 Series 6-way valves (part number 7911FS6Y) at $6,275 each, both rated for 2000 PSIG at 350°F. The order will be awarded to the lowest price offeror that is an authorized Hoke reseller and will be conducted using simplified acquisition procedures, as the total value of $17,344 exceeds micro-purchase levels but remains below the simplified acquisition threshold of $350,000. Funding will be provided through Navy Working Capital Funds (NWCF). The justification asserts that Hoke is the only Original Equipment Manufacturer capable of providing valves compatible with the existing SDV (Swimmer Delivery Vehicle) system, with no approved substitute manufacturers available. The Contracting Officer has determined the order represents best value and lowest overall cost. No additional market research was conducted due to the purchase amount being less than $25,000. The justification is certified by Emily Swaby (NSWC PCD Code S44) as the requesting official and approved by the contracting officer (Nicole Stevens, Jamell Kilgore, or Kaitlin Summerville).

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold of
$350,000.00. This contract action will be funded with Navy Working Capital Funds (NWCF).
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR
6.302-1(a)(2)(iii)(C).
Pursuant to FAR 6.302-1(a)(2)(iii(C), Hoke is the only brand of equipment that will meet the
Government’s needs for the following reasons. Hoke (brand) is the Original Equipment
Manufacturer (OEM) and the only manufacturer of the part specified for alteration to create the required mast control valves and OBT control valves. The Hoke Brand valves are compatible with the existing SDV system, and there are currently no other approved manufacturers for them.
Alternate items are not compatible with the existing system; therefore, it is advantageous to the
Government to acquire the items listed above with no substitutes.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, recurring cost, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
The purchase amount is less than $25,000 and will not be synopsized on the Contract
Opportunities website at sam.gov. No additional market research was conducted for the reasons discussed in paragraph 4 above, for any company other than Hoke to provide the products.
7. Any other facts supporting the justification. None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Hoke is the only brand that can meet this requirement.
