About this file
This Limited Source Justification memorandum details the Naval Sea Systems Command's intent to acquire six EnDAQ Piezoelectric W Series Wireless Shock Sensors (Part Number W8-E100D40) for the clandestine delivered mine (CDM) MK 68 project. The acquisition will be conducted using simplified acquisition procedures with a total dollar value not exceeding $350,000, with equipment delivery required within 30 days after order award. The document justifies a sole-source procurement based on EnDAQ being the only brand of wireless sensors that meets the government's specific technical requirements, including compatibility with existing equipment, configurable vibration sensors, 3-axis accelerometers, and embedded software capabilities for shock response spectrum analysis.
The contracting activity is the Naval Surface Warfare Center, Panama City Division (NSWC PCD), and the procurement will be limited to authorized EnDAQ brand equipment resellers. The Contracting Officer has determined the order represents the best value and lowest overall cost alternative for meeting the government's needs. The sensors are critical for recording necessary data during testing of prototype systems, with specific requirements including a high-performance piezoelectric accelerometer, a secondary capacitive accelerometer, and the ability to upload data directly to the EnDAQ Cloud over Wi-Fi, enabling seamless access, sharing, and storage of raw data.

Subj: BRAND NAME MEMORANDUM TO ACQUIRE ENDAQ BRAND WIRELESS SENSORS
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare
Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts
Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name specific basis, for the acquisition of
EnDAQ brand wireless sensors. Project WD in is conducting testing on classified prototype systems.
Competition will be limited to authorized resellers of EnDAQ brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Description Part Number Qty Unit Price Extended Price
EnDAQ Piezoelectric W Series
Wireless Shock Sensors W8-E100D40 6
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. All equipment will be delivered no later thirty (30) days after award of the order.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements FAR 6.302-1(a)(2)(iii)(C).
EnDAQ is the only brand of wireless sensors that will meet the Government’s needs for the following reasons. The
NSWC PCD clandestine delivered mine (CDM) project requires the purchase of six (6) EnDAQ shock and vibration sensors for designing MK 68. The CDM MK68 is undergoing some design improvements, and the sensors being acquired will help facilitate these design improvements. These wireless sensor are required to record necessary data during testing. EnDAQ sensor packages are required to test and develop prototype systems. These system are vital to project goals and deadlines. The W8 is a vibration and shock recorder with a high performance piezoelectric accelerometer, a secondary capacitive accelerometer and other environmental sensors. This is the only brand of sensors that are both compatible with existing equipment and has vibration sensors and loggers that are configurable, accurate and capable solution for gathering vibration data with 3-axis accelerometers - without the need for a full
DAQ system. This is the only system that has embedded software that can build a shock response spectrum from
