About this file

This document is a brand name memorandum for a limited source justification to acquire GENRAD brand decade resisters for the Naval Sea Systems Command's Naval Surface Warfare Center. The contract is for 12 GENRAD Decade Resistors (Part Number 1433-24 (B)) to be used for testing the MK64, with competition limited to the lowest-priced authorized GENRAD product reseller. The acquisition will be conducted using simplified acquisition procedures with a total dollar value below the micro-purchase threshold of $250,000, and all equipment will be delivered within four weeks after order award.

The justification emphasizes that GENRAD 1433 Decade Resistors are the only resistors meeting the government's specific technical requirements for the ISM Project operating within the NSWC PCD Computational Analysis Facility. The resistors are critical for precision measurement applications, offering accuracy, stability, and low zero resistance across 3 to 11 decades, from 0.001 ohms to 100 Mohms per step. The contracting officer has determined this procurement represents the best value, considering price, administrative costs, and potential engineering redesign expenses. The requirement will be advertised on SAM.gov, and alternative parts are deemed potentially system-incompatible and more costly to implement.
