About this file
This document is a Brand-Name Justification (BNJ) for U.S. Immigration and Customs Enforcement (ICE) to procure IBM software maintenance and support licenses through a NASA SEWP V Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement is for WebSphere application platform licenses to ensure continuous availability of legacy applications, with a one-year performance period from May 1, 2025 through April 30, 2026.
The justification highlights that the specific IBM products are proprietary and necessary for ICE's infrastructure, with competing products being incompatible and requiring significant code rewrites. Market research conducted from January 31, 2025 to February 15, 2025 confirmed the products are only available from the specific manufacturer. The contracting officer expects to receive at least 3 quotes from NASA SEWP V contract holders, and the Office of Acquisition Management (OAQ) will seek to increase competition by soliciting as many authorized resellers as possible. The contract will be firm-fixed price, and the total dollar value is redacted in the document.
