About this file

This brand name justification document identifies Creaform 3D scanners and metrology maintenance services as the required products and services. The 76th Civil Engineer Maintenance Group at Tinker Air Force Base seeks to utilize Creaform equipment, which directly integrates with their existing Creaform scanners, for reverse engineering of aircraft components. Switching brands would require additional training and equipment costs. Creaform scanners provide accurate measurements regardless of environmental conditions or operator skill. Market research found no other suppliers through various government databases or two RFQs. While multiple sources could provide the commodity, Creaform is deemed the only brand that will satisfy requirements. The related pre-solicitation lists Solicitation Number FA8125-23-Q-0090 for the Creaform Metrology Maintenance Service Agreement through the Department of the Air Force Materiel Command Air Force Sustainment Center.

DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

July 2023

TO: AFSC/PZIM

FROM: OC-ALC/OBCA for 76 CMXG

SUBJECT: Brand Name Justification for C23-039 Creaform Metrology Maintenance Service Agreement

76 CMXG is requesting utilization of funds for the purchase of Creaform Metrology Maintenance Service Agreement

Creaform equipment works with current software packages and workflow. The equipment designated for this purchase directly integrates with current Creaform equipment owned and operated by REACT. REACT is paying maintenance on equipment that it has owned for at least the past 4 years. REACT operates various scanning technologies to aid in reverse engineering of legacy components for varies different aircraft. Switching to a different name brand would cost the government more money to acquire not only the new equipment, but to train personnel on the new equipment. Cost to the federal government for the equipment would be at a raining overnment would be a minimum of per perso on top of the cost to have a trainer come and instruct the engineers on how to use the new equipment.

REACT operates many different 3D scanning technologies to aid in reverse engineering of legacy components. Creaform 3D Scanners ensure highly accurate measurements, regardless of the environment (instability, vibrations, thermal variation, etc.) or operator skills. The scanners use software algorithms that simplify the measurement process and greatly increase data accuracy. Both the scanner and part can move during measurement and still provide an accurate and high-quality scan.

For this reason, Creaform is the only brand that will satisfy the Government’s needs.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334118) looking for companies that could provide Creaform Metrology Equipment. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Creaform Metrology Equipment. RFQ #1637072 was submitted in GSA 2GIT to seventy-eight (78) vendors, with no ROMs received. RFQ #275269 was submitted in NASA SEWP, with no ROMs received. RFI was sent out to four (4) vendors, with one (1) response. In review there are multiple sources that can provide this commodity for this acquisition.
