About this file

This is a Brand-Name Justification document for an Indefinite Delivery Indefinite Quantity (IDIQ) contract award under NASA SEWP.

The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management proposes to award a delivery order to the Office of Chief Information Officer (OCIO), Operations Division/Enterprise Services Branch for optimization services. The requirement is for a 12-month base period funded through O&S funding for fiscal years 2026-2029, with fair opportunity provided to NASA SEWP Groups B, C, and D awardees under a Firm-Fixed-Price contract type. The justification document seeks approval to award based on a brand-name specification, as the required optimization services are proprietary to one manufacturer and essential to ICE's network infrastructure needs. Market research conducted July 2-9, 2026, determined that no competing services could provide equivalent support for the agency's currently owned and installed appliances. The contracting officer must certify that anticipated costs are fair and reasonable. The justification and supporting documentation will be provided to all IDIQ contract awardees in accordance with applicable regulations. Certifications by both the Technical Representative and Contracting Officer are required before award.
