About this file

This is a Justification and Approval (J&A) document for a sole source contract award to Raytheon Missile Systems for AMRAAM production and sustainment activities.

The Air Force Life Cycle Management Center, Air Dominance Division, is seeking sole source authority under 10 U.S.C. 2304(c)(1) to award follow-on production and sustainment contracts to Raytheon for AIM-120 (AMRAAM) missile variants and associated configurations. The contract covers production Lots 34-43 (FY2020-FY2025), with potential extension to Lot 43, and includes Program Support and Annual Sustainment (PSAS), Technical Support, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) efforts for FY20-29. The estimated contract value over the 10-year period exceeds $93 million, with annual breakout consisting of Procurement, Research Development Test & Evaluation (RD&E), Operations and Maintenance (O&M), and Facility Maintenance Services (FMS). The Government intends to pursue annual or combined contracts, potentially utilizing IDIQ structures.

The J&A justifies sole source award based on Raytheon's unique qualifications as the only contractor capable of producing AMRAAM variants without substantial cost duplication to the Government. The Government conducted a sources sought synopsis on FedBizOps in April 2017 but determined that no other qualified sources exist and competition would not yield cost recovery. The document references previous investment in AMRAAM infrastructure, tooling, and facilities by the Government, and notes that requalifying a second source would require an estimated cost of millions of dollars. The contracting officer certified that anticipated costs are fair and reasonable based on cost analysis, historical data, and Defense Contract Audit Agency review. Approval was granted by the Assistant Secretary of the Air Force (Acquisition, Technology & Logistics) on 16 May 2018.
