About this file
This document is a Sole Source (Including Brand Name) Justification for simplified procedures for certain commercial items. The purpose is to establish a 5-year firm-fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract to provide Enhanced Querry Data Recorder (EQDR) software development, engineering technical services for secure telemetry products and TmNS integration, and technical support and field services. The justification cites 41 U.S.C. 3304(a)(1) and (a)(2)(ii) as the statutory authority for other than full and open competition, as Laulima Systems LLC is the only vendor that can meet the government's requirements. Laulima originally developed the EQDR under a government-funded CTEIP development and has the necessary expertise with RCC standards and the 412th Test Wing infrastructure. The government intends to issue a sole-source IDIQ contract to Laulima Systems LLC, with an applicable NAICS code of 541511 and a size standard of $34,000,000. No solicitation documents exist, but any vendors that believe they can meet the requirements are invited to submit a technical package with their qualifications.

I. Contracting Activity.
AFTC/PZZF 5 S. Wolfe Ave Edwards AFB, CA 93524
II. Nature and/or description of the action being processed.
The purpose is to establish a 5 year FFP IDIQ contract that allows for delivery/task order awards in support of data recorder (EQDR) Software Development, Engineering Technical Services in support of secure telemetry products and TmNS integration, and Technical Support and Field Service (e.g., telecommunications or on-site support).
This Justification and Authorization will be valid for all delivery/task orders under this IDIQ
III. Description of supplies/services required to meet agency needs.
• EQDR Software Development - The objectives of these requirements are to provide operational sustainment, enhancement, development, and general support services for EQDR software.
• Engineering Technical Services - The objective of these requirements is to support the design and upgrade secure telemetry products to support bi-directional communication.
• Technical Support and Field Service - The objective is to provide technical support services, via telecommunications, or via field support.
IV. Statutory authority permitting other than full and open competition.
6.302-1(a)(1) and (a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements.
(a) Authority. (1) Citations: 41 U.S.C.3304(a)(1).
(a)(2)(ii). When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or
(B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3204(b)(B) or 41 U.S.C. 3304(b)(2).)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Multiple vendors were identified and evaluated in support of TmNS recorder development. EQDR was the only product line that met the full intent of the RCC TmNS standards for use of MDL for mission set up and mission configuration changes during flight. Other products identified (Curtis Wright NREC-7000) did not fully comply with MDL standards for configuration. With respect to the technical services for TmNS and secure telemetry product support, only one vendor provided technical expertise to fulfill the complete need. One vendor, Laulima, can satisfy both EQDR development and technical support services.
+ Data Recorder (EQDR)- Laulima originally developed the component under a government funded CTEIP development. This contract will serve as a continuation of the original effort to ensure the

+ Knowledge and Technical Expertise with RCC Standards: The Government has identified, in the SOO, that the contractor shall have demonstrated networked and serial streaming telemetry processing expertise in designing/developing telemetry processors, writing telemetry processing requirements and standards for Secure Telemetry applications, and knowledge and experience with Range Commanders Council (RCC) Telemetry Group (TG) Standards; specifically, IRIG 106 (SST, TMATS, Chapter 10/11 recording), telemetry processing for Telemetry Network Standards (TmNS), and RCC-218.
+ Laulima can provide qualified, skilled personnel & TmNS subject matter experts. The government has utilized numerous pass-through contracts in the past to obtain Laulima services and expertise.
From June 2019-2022, the government utilized a sub-task valued at $ to support TmNS services. Multiple contract tasks were awarded as part of the Eglin AFB TETRAS contract in FY 2022 to with a partnership (pass-through) to Laulima. These efforts total $ The government has the opportunity to save significant cost by going direct to Laulima in future support.
+ For better understanding on the experience, multiple members on the Laulima staff have immense knowledge with the RCC standards and have been instrumental in both writing and editing the RCC TG standards. In fact, a Laulima employee was funded by the RCC to complete the original draft of the TmNS Standards. Combined the group has 40+ years' experience in the RCC. In addition to the RCC standards, Laulima also has an immense knowledge with the 412 TW instrumentation infrastructure to include its Mission Control System (MCS), processing and display system, the ground telemetry, and data processing systems.
Laulima offers a unique set of expertise to fulfill EQDR development and provide subject matter expertise in both secure TM products and TmNS engineering support. The government has continually awarded pass-through contracts to the identified company resulting in higher costs (up to 15% for each contract awarded). The government has the opportunity to save significant cost by going direct to Laulima.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
With respect to recorder development, an Analysis of Alternatives (AoA) was completed and showed the Laulima's EQDR was the only product line that met the full intent of the RCC TmNS standards for use of MDL for mission set up and mission configuration changes during flight. Other products identified (Curtis Wright NREC-7000) did not fully comply with MDL standards for configuration.
With respect to the technical services for TmNS and secure telemetry product support, all past AFTC contract methods (Multiple IDIQ contract tasking through and tasking) concluded with teaming/pass-through award to Laulima.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
IAW FAR 13.106-3 (a)(2)(ii)and (iii), proposed prices will be determined fair and reasonable on the basis of comparison of the proposed price with prices found reasonable on previous purchases; and current price lists, catalogs, or advertisements.

Previous purchased under FA248718D4600/DO FA248722FA005 and FA248718D4600/DO FA248722FA064 through 96 TW TETRAS contract.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
AoA for products were completed yielding that the Laulima EQDR was the only product complying with RCC Standards.
Review with 412 TW subject matter experts also yielded that Laulima staffs the most knowledgeable personnel to understand the RCC standards and the technical workings of the 412 TW systems.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.
None.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
