About this file
This is a Memo to File documenting the justification for a lease extension without competition for Project Number 5TN0229.
The lease (LTN02785) located at 111 10th Avenue South, Nashville, Tennessee is occupied by multiple federal agencies. The original lease expired April 30, 2025, and currently operates under holdover provisions expiring November 30, 2025. The government requires a 12-month extension to the lease, with estimated net annual rent within the Simplified Lease Acquisition Threshold (SLAT). The extension is authorized under GSAR 570.405. The selected justification for proceeding without competition is based on unexpected delays outside government control in acquiring replacement space. The contracting officer identified the mission-based rationale as the determining factor, noting that the occupant agencies require time to establish and obtain new parking requirements and spaces near their current location. The agencies cannot satisfy their mission requirements through alternative locations. The extension is characterized as a short-term contracting action necessary to protect government occupancy rights and avoid costs associated with holdover tenancies. The memorandum was prepared by Chynita Richards and approved by Thomas Nisivaco.

Cost based rationale
Lease extensions represent short-term contracting actions which are necessary to protect the occupancy rights of the government when the government cannot vacate the premises by the expiration of the existing contract term.

Mission based rationale
The agency’s mission for this location requires a unique location and cannot be satisfied through any alternative locations. The agency’s mission and justification for a unique location is summarized below:
