JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for the

-inch deep cladding in the solicitation for EIE391 F35-A Indoor Small Arms Range Eielson AFB, Alaska. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on Beta.sam.gov and an internet search. The restrictive specifications will be in a solicitation for a new firm fixed- price construction contract to be awarded with MILCON funds.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Advanced Architectural Products, SMARTci, -inch deep cladding. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on the Bet.SAM website (beta.sam.gov) and an internet search for the estimated cost of the restricted construction materials is for Advanced Architectural Products, SMARTci, -inch deep cladding. Approval authority is the Procuring Contracting Officer.

4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(c) when there is only one responsible source and no other supplies and services will satisfy agency requirements. This justification applies the use of a brand name description.

5. REASON FOR AUTHORITY CITED:

a. Background: The Government has mandated federal facilities to meet energy reduction goals.

During design of the replacement CATM Range, it has been determined the facility cannot be constructed with standard cold-formed metal framing. Metal framing either does not meet federal energy reduction requirements (in a typical wall or ceiling build-out thickness) or must be so deep that the remaining interior space does not support the requirements of Range training. The government cannot meet Federal energy reduction goals with just steel studs.

b. Justification: The facility cannot be constructed with standard cold-formed metal framing. Metal framing either does not meet federal energy reduction requirements (in a typical wall or ceiling build-out thickness) or must be so deep that the remaining interior space does not support the requirements of Range training. Metal framing transfers too much thermal energy from the interior conditioned space to the cold, load-bearing CMU masonry walls. Attempts with metal framing and pre-engineered fiberglass stand-off clips failed to reach energy reduction goals. The only material that has been found to provide the required thermal isolation is a full-depth plastic Z-shape of 8-inches. However, a simple plastic Z-shape is not strong enough, by itself, to withstand the pull-out loads imposed by the fasteners used to anchor it to the CMU, or the gypsum sheathing to the Z-shape. The only material that has been found to provide both the

re-design of its thermal envelope (walls and insulated ceiling), with a parallel effort of sending the project back to Congress to authorize additional building square footage (to account for the thickened wall section).

d. Alternatives: None.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand -inch deep cladding system. Based on market research there is more than one distributor/vendor for this system.

7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, sources sought notices were published in Beta.sam.gov on 5 Mar 2021 re the materials/systems included in this J&A on a sole source basis for EIE391 CATM Range Eielson AFB, No responses were received. No similar/compatible products were found.

8. MARKET SURVEY: Market research was conducted to determine if there are other sources sought notice. No compatible products were found.

9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation when the solicitation is made available through the Government Point of Entry (www.beta.sam.gov). Any sources that indicate interest as a result of the publication will be evaluated.

10. OTHER FACTORS:

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Air Force standardization programs and minimize risks to life safety in emergency situations. These construction materials are required in the following projects:
