1. Contract:ing Activity
The Contracting Activity for this solicitation is Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF)' .Bremert.on, WA.
2. Description of the Action Being Approved
The base maintenance and repair contract for Barges YC-1090, 1569, and 1570 was awarded to Platypus Marine, Inc. on April 14, 2015. This action specifically covers unforeseen hull and deck repairs work affecting Barge YC-1570. The Contractor submitted Conditions Found Report (CFR) #010 to the Government outlining the extensive repairs necessary to the barge hull and deck structures to meet American Bureau of shipping (ABS) repair requirements as specified in the contract Statement of Work (SOW). The Government or the Contractor could not have anticipated the additional work outlined within CFR #010 since 70% of the barge hull components were submerged and were not visible during the initial contractor ship-check visit prior to contract award.
Further, the deck repairs could not have been or anticipated due to the multiple layers of paint covering the deck during shipyard routine maintenance preservation processes. The SOW required the Contractor to remove all paint from the barge including the deck. A post paint removal, non destructive test inspection of the deck in accordance with the contract SOW revealed severe structural deterioration of the barge deck structure beyond sow acceptable limits.
Accordingly, this procurement will provide services for essential repairs to restore the underwater hull and main deck structural integrity of Barge YC-1570. The estimated cost of the repairs is $146, 4.02. 42. The current Period of Performance (POP) is 07 October 2015 to 07 December 2015.
Due to the extensive nature of the hull and deck repairs, the POP end date for Barge YC-1570 will be revised to 08 February 2016. The Northwest Regional Maintenance Center (NWRMC) Project Shipbuilding specialist, Engineer, and bart.franklin Text Box
Project Manager have verified the Goverrunent's minimum repair requirements for the repair.

3. Description of Supplies/Services
Barge YC-1570 is currently dry-docked at Platypus Marine, Inc. at Port Angeles, Washington. The current Barge YC-1570 repair package under contract N4523A-15-C-0005 includes, docking, blast and preservation of exterior surfaces, accomplishing hull and main deck ultrasonic measurements for plating thickness, installing new fill-and-drain plugs for steel bumpers, inspecting damage and deterioration (hull, main deck, and tanks/voids-plating and framing), applying new non-skid system to main deck, opening, cleaning, inspecting, and testing tanks, and undocking the vessel.
This additional steel and weld repair for the hull and main deck has been determined to be out-of-scope from the original contract due to the repairs exceeding forty percent of the original barge awarded value. Therefore, this work is presented as new work.
The additional weld repairs encompass material purchase (steel plate), labor for welding, equipment set-up; weld removal, grinding, re-welding, interior tank lighting, ventilation, preserving exterior and interior surfaces, Firewatches, and a 3rd_party magnetic particle test (NDT) inspection of the re-welded sites.
4. Statutory Authority Permitting Other Than Full and 0pen Competition
The statutory authority permitting other than full and open competition is: 10 U.S.C. 2304(c) (1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The nature of the required repairs is so extensive that the barge cannot be undocked due to the severity of steel corrosion to the underwater hull and main deck surfaces.
Therefore without putting the barge's integrity at risk by trying to move it, the repairs must be completed at its current place of holding, which is the contractor's facility .. Therefore making Platypus Marine the only responsible source able to complete this requirement.
The Goverrunent also has a need to repair and return the vessel to service due to its scheduled use in upcoming naval surface and submarine upkeeps, maintenance, and repair availabilities, and to provide equipment transportation and pier-side services support. Therefore, the time required for a new solic.itation for Ful.1.-and-•Open CODJPetition would result in ·Government duplication 0£ costs 0£ docking and undocking efforts, preservation effort of the exterior hull, main deck, and tank/void surfaces.
Due to the circU111Stances and the volume 0£ structural repairs required with this change, the vessel is unseaworthy and cannot be waterborne without the possibility of further damage to the underwater hull, main deck surfaces, and possibly personnel. Based upon the facts presented, sole sourcing this action to the current Contractor (Platypus Marine, Inc.) is the most advantageous approach for the Government to ensure repairs are completed effectively and effici.ently ·without camsing more fiamage to tilile barge and add.mg addit.ional re-plr:'ocurement costs and time.
6.. Description of Efforts Made to Solicit Offers from as Many Of ferors as Practicable
Due to the urgency, severity, and existing conditions of the barge's integrity, time does not allow a solicitation to be synopsized as full-and~open competition; therefore, the requirement must be solicited as sole-source procurement to the current contractor.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated Government cost of services and supplies covered by this Justification and Approval will be fair and reasonable.
The Contracting Officer's determination is based upon a comparison performed of the project's derived Independent Goveriunent Estimate (IGE) with the following NWRMC YC Class Barge overhaul· project that was similar in scope and price dollar volume.
