2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VA Southern Nevada Healthcare System’s requirement is to replace, retrofit, and install PG LifeLink Isolation Monitors. Requirement will ensure proper grounding for equipment in the operating rooms

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the required compatibility with existing equipment in use, the replacement PG Lifelink monitors are required and alternative monitor or equipment could not be used or it would create additional costs for equipment and training as well as create significant delays in ensuring operating rooms are fully functional and compliant with safety standards.

A review of PG LifeLink and retrokit install searches on GSA, SAM.gov, ADDS UP, and FPDS did not identify available SDVOSB, VOSB, and Small Business competition. A review of awards for this procurement showed that only PG Lifelink provides the required replacement and electrical services for this type of medical monitor used in the Southern Nevada Healthcare System operation rooms. Further, a sources sought, 36C24523Q0802 for NCO 5 for the same replacement monitor, Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#36C261-26-AP-4475 retrofit, and install led to a sole source award to Post Glover Lifelink Inc (PG Lifelink).

4. Description of market research conducted and results or statement why it was not conducted: The applicable NAICS code for this requirement is 335311, with the Small Business Administration (SBA) size standard of 800 employees. Additionally, a search of the SBA Dynamic Small Business Search (DSBS) database under NAICS code 335311 identified 258 Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). Market research included a SAM.gov, ADDS UP, and FPDS search for PG LifeLink for Post Glover Lifelink Inc distributors and suppliers that could provide the equipment procurement and trade in but could not identify any additional available sources or vendors. Market research has determined that Post Glover Lifelink Inc, a Small Disadvantaged Business, is the sole source capable of providing the required monitor and electrical installation services. As a result, it is recommended to proceed with a sole-source procurement to Post Glover Lifelink Inc (PG Lifelink). as they are anticipated to submit a fair and reasonable quote to the government
