LIMITED SOURCES DOCUMENTATION (DEC 2018)

Required for Limited Source Acquisitions Over $10,000 but not Exceeding $250,000

Brief description of supplies or services required and the intended use:

FirstNet Priority service for First Responders for data only devices. FirstNet Priority Serivice is a network that is physically separate from the core network used for consumer wireless services; this provides a higher degree of security and realiability. Because of the COVID-19 Pandemic most of the Caribbean Division personnel are working from home and are in need of reliable wireless internet service to be able to fulfill their enforcement and administrative duties.

Unique characteristics that limit availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist – include all critical delivery or performance dates and impact to the government if dates are not met:

AT&T's First Net wireless priority call service has technical attributes such as a Band Class 14 core network exclusive to the public safety community and separate from the core network used for commercial consumers. This services provides a higher degree of security and reliability, priority and preemption capabilities and the widest international coverage needed to support enforcement activities within the Caribbean Division, which comprises domestic and foreign locations. These attributes are not found in any other wireless service provider. Other vendors researched include Verizon Pulic Safety and T-Mobile's Wireless Priority Service. Verizon's network does not provide service in Puerto Rico, U.S. Virgin Islands and foreign office. T-Mobile's only technical attribute is priority access to their Voice Over LTE network. They also have a Connecting Heroes service, providing free service to first responder for state and local agencies but not federal agencies. These services do not provide an exclusive high speed core network to support the National Response Framework, National Incident System and the Incident Command System.

Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:

Verizon is the mandatory contract for DEA smartphone service, however, they don't provide service in Puerto Rico and the U.S. Virgin Islands.

The Contracting Officer hereby certifies that:

A. Only one source is reasonably available;

B. An order for the supplies or services will not be placed unless the price is determined to be fair and reasonable; and C. If brand name specifications are used for the basis of this determination and the acquisition exceeds $25,000, this Limited Source

Documentation will be made available together with the solicitation in the Governmentwide Point of Entry (FedBizOpps) in accordance with FAR 5.102(a)(6), on GSA e-Buy in accordance with FAR 8.405-6(d), or on the NASA SEWP V Quote Request Tool pursuant to 40 U.S.C. 11302(e).
