About this file

This document is a Brand Name Justification Format for Simplified Acquisitions from Naval Surface Warfare Center Philadelphia (NSWCPD) Code 514. The procurement involves two Leidos Assembly, Rugged 46 Flat Panel Displays (Part Number 216-32300) to support a Ship Change Document hardware upgrade onboard a naval vessel. The justification emphasizes the need for brand-specific Leidos monitors due to their unique electrical and digital input/output configurations, specific bolt hole patterns, and prior environmental testing, which make them the only viable replacement for existing consoles.

The market survey section confirms that Leidos and its authorized resellers (including Kampi Components Co. Inc, Dela Technology Corporation, Baker and Associates, RevCap Company, PAR Defense, and Phoenix Trading Inc.) are the sole sources for these proprietary parts. Lead times for procuring the parts exceed 160 days, and no after-market or third-party alternatives exist that can integrate with the existing Leidos proprietary hardware. The program sponsor has allocated funding to replace failed or soon-to-fail components during the ship's upcoming maintenance availability, with a delivery requirement of September 30, 2025.
