About this file

This document is a Justification Review Document for a new storage system for a National Guard Bureau armory. The contract is for a Vital Vault storage system from MTM Solutions, valued at $154,117.17, with a firm fixed price and O&M, Air funding. The system is specifically designed for a new armory in Building #341, offering a unique space-saving design that potentially saves 50% more space compared to other storage systems. The procurement is being conducted under 10 USC 2304(a)(1) using a sole-source justification, as the Vital Vault system was deemed the most viable option from a list requested by the National Guard Bureau, with custom measurements taken to ensure precise fit for the non-rectangular vault space.

The contract involves the 106th Security Forces Squadron (106 SFS) and is prepared by Anthony Kirincic, with technical representation by Patrick J. Gonzalez. The Contracting Officer, Sara Luna, approved the justification on August 26, 2025, certifying the cost as fair and reasonable. Market research included a site visit and comparison with GSA pricing, confirming that the proprietary Vital Vault system is competitively priced relative to other vendors who do not offer a similar space-saving solution.
