I. Contracting Activity.
The contracting organization responsible for the proposed contracting action is the Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) Division (AFLCMC/HBG),11 Barksdale Street, Building 1614 Hanscom AFB, MA 01731-2100. The Contracting Officer is who can be reached at The Contract Specialist is who can be reached at .
II. Nature and/or description of the action being processed.
This action will result in a new delivery order placed on GSA's Authorized Information Technology Schedule 70, under schedule contract GS-35F-0014V with Airbus DS Geo, Inc. The delivery order will be Firm Fixed Price (FFP). The Period of Performance (PoP) is 01 Aug 19 to 31 Jul 20.
III. Description of supplies/services required to meet agency needs.
The Eagle Vision (EV) operational system has a requirement to direct down link to the deployable ground stations for commercial satellite imagery from the satellites.
The proposed new delivery order will include the following Contract Line Item Numbers (CLINS):
The total estimated annual price for the above requirement is and the overall cost estimate is . To accommodate variability of funding time lines and sources, the delivery order will include a parent with subCLINs for Pleiades consistent with the GSA contracts minimum periods will be funded the entire .
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in 8.405-1 or 8.405-2.
FAR 8.405(6)(a)(1)(i)(B), Only one source is capable of providing the supplies or services at the level of quality required because the suppliers are unique or highly specialized.
These are the integrated into the EV system and the currently available to EV for direct down link. The new delivery order enables the EV system to utilize its integrated satellite capabilities to task collection and receive, via direct down link, unprocessed data from the satellite. EV then processes the raw data into imagery intelligence products and distributes the imagery to DoD, Civilian Agencies, and/or Coalition partners under the "NextView" license.
EV is the only worldwide deployable ground station in the Department of Defense (DOD) for the direct down link receipt and dissemination of satellite access data from commercial remote-sensing satellites. EV's capabilities are widely utilized to support foundation based operations of the and analysis needs of various requesting internal and external customers. Utilization of commercial satellite access by the
March 2018 FOR OFFICIAL USE ONLY Page 3 of 4 community includes multi-spectral vegetation, land use, and change detection analysis over large areas that are more difficult or impossible to acquire, manipulate, process, disseminate, and view with higher resolution national satellite access.
The satellites are the only direct down link capabilities integrated into the current EV system, meaning they are the only satellites EV can directly receive data from and the only way EV can meet mission requirements. Mission requirements include providing imagery products during deployments to austere environments and supporting time-sensitive requirements, such imagery to support humanitarian relief efforts (hurricans, earthquakes, wildfires, etc), training events, and . Previously integrated satellite capabilities (e.g., CartoSAT, RapidEye, Radarsat, etc.) are no longer active and integrating additional satellites into the EV system is a major program decision, involving multiple years of effort and millions of dollars. For example, In addition, each integrated capability requires additional funding for annual maintenance and data access.
Aside from funding and schedule constraints, the remaining capabilities receive data from French owned satellites and Airbus DS Geo, Inc. is the only company that can satisfy the Government's need to receive data directly and disseminate finished products with NextView license rights, as they are the only organization approved by the French Government to grant non-exclusive license rights. NextView license rights allows the EV units to share imagery data with multiple US and coalition partners. Any delay will impact the ability of EV to provide imagery to support its mission customers and halts the ability of EV to deploy to support warfighter requirements.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The Contracting Officer will make a determination of fair and reasonable price, using price analysis techniques found at FAR 15.404-1(b)(2), to include analyzing historical pricing information from the current information from the Airbus DS Geo Inc. GSA schedule contract price list, and the current Airbus Defense and Space - Intelligence, North American commercial price list.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market research on GSA Aadvantage, GSA's eBuy Market Research tool, and Internet searches found no other sources that provide direct down link access to the required satellites. The Program Office monitored industry trends by attending trade shows, to include attendance at the Direct Receiving Station Conference 23-25 Oct 18, the GEOINT symposium on 23 - 26 Apr 18, and will attend the upcoming GEOINT symposium 3-6 Jun 19.
Furthermore, the Program Office researched the and it is not applicable as it is a procurement for imagery services only and does not have the direct down link services that is required for EV. However, as stated in paragraph IV above, are the only satellites integrated into the EV system and Airbus is the only company authorized to permit direct down link of the satellite data and allow further dissemination of processed imagery products from the data.
VII. Other facts supporting the justification.
None.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
In accordance with FAR 8.405-6(a)(2), a redacted version of the 5 June 2018, Limited Sources Justification will be posted to FedBizOpps.gov. Any responses to the Limited Sources Justification will be reviewed and considered for use in future procurements similar to this one. To date, the Government has not received any information from industry sources capable of providing the direct down link capability to the EV ground stations for . This is highly unlikely to change in the future, however, the EV Program Office will continue to conduct market research to determine if any other suppliers become available that can fulfill the Government's requirements.
