J&A Number: 25-0259 important to maintain our current equipment and software, as well as provide technical support for future testing.

OT&E currently owns 19 “Genesis” Data Acquisition systems for acquiring and processing instrumentation data from a broad range of Ordnance test sites. These “Genesis” systems represent an investment of over $1.9M in capital equipment. Each of our “Genesis” Data Acquisition systems requires the “Perception” software for operation and control. The

“Perception” software is only available through HBK, Inc. These same 19 "Genesis" Data Acquisition systems require annual calibration, which is only provided by HBK, Inc. HBK, Inc.

is the Original Equipment Manufacturer for “Perception” software and “Genesis” hardware. The equipment is proprietary of HBK, Inc.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with DFARS PGI 206.302-1(d), a Sources Sought announcement was posted to Contract Opportunities in SAM.gov on 12 June 2025. No responses were received. No additional market research was conducted because it is not practicable, for the reasons discussed in Paragraph 5 above, for any company other than HBK to provide the required supplies and services.

In accordance with FAR 5.201(b)(1), this requirement will be synopsized via the beta.SAM website. Responses will be addressed and documented in the contract file.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAWCWD has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, NAWCWD will assess whether competition for future requirements is feasible.
