About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the acquisition of a Red Auxiliary Power Unit (APU) Trainer for the VC-25B program. The Air Force Life Cycle Management Center, Presidential Airlift Group, VC-25B Program Office is seeking to award a sole-source contract to Honeywell, the only producer and supplier of the specific APU part number required. The Red APU is an unserviceable unit that will be used for maintenance training purposes and is not intended for operational use. The cost of the Red APU is $175,000, which represents a significant discount compared to a new APU at over $5.2 million. The J&A cites the unique qualifications of Honeywell and the lack of suitable substitutes as justification for the sole-source acquisition approach. The related contract opportunity, Solicitation Number JA-FA8641-24-C-B002, will be awarded to Honeywell for the Red APU and supporting ground equipment.

Justification and Approval (J&A) for Other Than Full and Open Competition
{See "Specific Guidance for Completing this Template" after item XII below.)
I. Agency and Contracting Activity.
The Air Force Life Cycle Management Center, Presidential Airlift Group, VC-25B Program Office {AFLCMC/WV) proposes to enter into a contract on a basis of other than full and open competition for the VC-25B program. The VC-25B Program Office (PO) is located at 2590 Loop Road West, Wright-Patterson Air Force Base, OH 45433. The Point of Contact is the Procuring Contracting Officer (PCO), Ms. Brittany Peterson, 937-255-1240, brittany.peterson.4@us.af.mil
II. Nature and/or description of the action being approved.
This new contract, entitled "Red APU for Training Use", is for an Auxiliary Power Unit (APU) Trainer. The Red APU is an un serviceable APU, part number 70722485-1, that Honeywell will utilize during modification of the VC-25B with Boeing. This APU unit, originating from the current modification and development of the VC-25B, is not intended for operation, either for Ground or Flight use, and will be marked accordingly for configuration purposes. The APU trainer will provide an added capability to the Presidential Airlift Group (PAG) to conduct maintenance training for APU tasks. Extensive maintenance training is necessary for maintainers to remain task-proficient as well as paramount to meeting the readiness demands of the Air Force One Mission.
Ill. Description of supplies/services required to meet agency needs.
The Contractor shall deliver one Red APU, with a rotating stand, to the PAG unit at Joint Base Andrews (JBA). The Contractor shall update the Red APU for the Government maintenance team's training use.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The contract action under the authority of this J&A will be a sole-source award to Honeywell. Honeywell is the only producer of this APU, and is the only supplier of this APU to Boeing. Boeing is the prime contractor for the VC-25B, and equips the
VC-25B exclusively with this APU. The Red APU is an unserviceable APU, part number 70722485-1, that Honeywell will utilize for the Developmental program with Boeing. No other ABU will satisfy this requirement because it would result in aircrew training on an unrepresentative configuration of the aircraft. This unit, originating from the current Development Program, is not intended for operation, either for Ground or Flight use, and will be marked accordingly for configuration purposes.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
VC-25B market research indicates Honeywell is the only option to source this device as it is a used item that will be leftover from testing events. This is the best and cheapest option for the Air Force as all other options would require the Air Force to purchase a brand new item.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The cost of a new APU is $5,272,918. Through market research, Honeywell is only charging $175,000 for the unserviceable Red APU used during modification and test, showing a huge discount in price. Additionally, there would be risk to damaging a new asset since this is for training purposes.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
VC-25B and Boeing market research found no suitable substitute for this APU part number 70722485-1. Any other APU part

Justification and Approval (J&A) for Other Than Full and Open Competition number would not be the same configuration, and therefore would not be suitable for training VC-25B maintenance crews. Honeywell is the only source from which to purchase this unique APU. Sources Sought was released on 04 November 2022.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
The APU we are purchasing for this effort is one that was specifically designed for a testing event, and after the testing event concluded Honeywell was just going to discard the item. This allowed the opportunity for the Air Force to purchase the unit at a low cost, and is also why Honeywell is the only option as a supplier.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
Honeywell
Sherwood Aviation
