Recycling and Reuse Plan for Ferris Center Demolition

This is a Recycling and Reuse Plan document prepared by Dane County in partnership with GRAEF and involving the City of Madison for the demolition of the William H. Ferris Center located at 110 E Rusk Avenue, Madison, Wisconsin 53713. The project requires the demolition contractor to recycle or reuse at least 70% of all demolition debris in accordance with Ordinance 10.185. Anticipated materials to be generated include concrete, brick, block, metal doors and trim, metal lockers, windows and glass panes, appliances (microwave, refrigerator, coffee maker, air fans), and mixed loads of debris (light fixtures, chairs, tables, toilets). The pre-bid meeting is scheduled for Tuesday, June 23, 2026 at 10:00 am at the Ferris Center Parking Lot, with all questions due by Wednesday, July 1, 2026, and bid packages due by Thursday, July 9, 2026 at 2:00 pm. The project will be delivered under a lump sum contract with work expected to be completed following a thirty-day period allocated for Madison Fire Department training scenarios. The erosion control permit currently expires on October 30, 2026.

The plan specifies material disposition procedures requiring metal items to be separated and hauled to Dane County Sanitary Landfill for recycling, concrete, brick, and block to be deposited into co-mingled construction debris recycling dumpsters, and appliances to be removed and recycled at the landfill. Reusable materials including filing cabinets, lockers, storage shelves, and electrical appliances will be donated or reclaimed, with the Dane County Sheriff's Department removing metal lockers prior to demolition and Habitat for Humanity conducting a facility walk to identify salvageable materials. The selected contractor is required to perform hazardous material testing per project specifications, though prior testing came back negative for asbestos. Contractors must monitor and track all material loads and submit a compliance report upon project completion with appropriate weight tickets and invoices. Work must comply with all applicable county specifications, ordinances, local permitting requirements, and prevailing wage laws, with coordination required through the Dane County Public Works Project Manager.
