1Regarding the Robert T. Matsui Courthouse in Sacramento.
1. You specify two condensing boilers, EWT: 110F, why are you tying them into the same loop as the fire-tube (non condensing) boilers? The condensing boilers are proposed to be tied into the primary heating hot water loop to support the HHW load. Ultimately, It is up to the contractor to provide a solution for tying in the new condensing boilers into the HHW system.
2. It states that the condensing boilers shall be 10:1 turndown. Is this implying a turndown ratio over the total capacity (6 MMBtu/hr)?No, see Page 15 Project # 2, Part #2, Line item #7 "7. Each condensing boiler burner shall have a turndown of least 10:1"
3. The condensing boilers will require Cat IV, AL29-4C, boiler flue. Where will we run this stack? We can not tie into existing.Correct. See Page 15, project #2, Part #2 Line Item # 12 "12. Condensing boiler exhaust shall be piped to a common stainless steel horizontal section exhaust stack for the condensing boilers. Contractor shall design exhaust system to ensure there are no adverse stack effects that affect boiler performance." This project will require the installation of another stack that is not tied into the existing stack that is designed and built by the contractor
4. Regarding the retrofit on the existing fire-tube boilers, are we to tie into existing enhanced controls? No, see Page 10 Project #1, line items #2 and #3. All Cleaver Brooks controls will be replaced with new boiler controller, and parallel positioning fuel-air and O2 trim control with burner blower fan VFD will be installed onto new boiler controller for each boiler
5. Have you verified that you can convert the primary hot water loop to variable flow? It should remain constant. These boilers have a minimum flow requirement according to the manufacturer and are operating above the minimum flow requirements. It is up to the contractor to design and install the system to perform within manufacturer limits.
2Request as-built documents showing the mechanical systems of both buildings. We will attempt to post these (with security restrictions) by Wed 2/10. You will need to be registered on FBO and submit a document security agreement to Thuy Ta to gain access.
3Provide the sign in sheets from both of the pre-bid meetings. These will be posted.
4Contractor spoke to Trane’s (manf. of existing chillers at 501 I Street) Sales Engineer about the variable flow retrofit for the project. Trane recommends replacing the chiller’s existing controllers with controllers designed for variable flow systems. Should the cost of new chiller controllers be included in the proposals? It is up to the contractor to provide a working solution so if the contractor feels that the existing controller or any other parts are in need of replacement then that contractor should include those cost in the proposal.
5In order to determine the costs for Project 6” (replace existing v-belts with synchronous belt drives), it would be helpful if we had a the manufacturer, model # and serial # for the air handlersA list of the manufacturer and model # for all the air handling units for 501 I Street Project # 6 is provided on Page 8 - Table 2.4.8
6It would be of great assistance to the bidders on this project if you could provide us “For Reference Only” “As-Built” mechanical pdf drawings of the 501I Street facilitySee above, we will try to post the available mechanical drawings on 2/10. These will probably be .DWG files.
7Please identify which fans require the synchronous drives by AHU tag number per project 6A list of all the air handling units to be retrofitted with synchronous drives, for 501 I Street Project # 6, is provided on Page 8 - Table 2.4.8
8Please provide the sign-in sheets for the two site visits per the bridging document specification in section 1We will post these.
9Per project 9, please provide the cooling load required for computer rooms 3217 and 4225The contractor shall determine the proper size CRAC unit needed to cool the computer room cooling load plus 30% additional capacity for future growth. See page 30 Project #9, Line Item #1
10Are there drawings available for 501 I Street and 2800 Cottage Way? It will be extremely difficult to effectively bid this project without mechanical and electrical as-built drawings of both facilities in the areas affected by this solicitationSee above, we will try to post the available mechanical drawings on 2/10. These will probably be .DWG files.
11Regarding projects 11 and 13, are actual floor plan graphics required on the new Metasys ADX server or are we to match existing?Yes, actual floor plan graphics are required on the new Metasys ADX server for each building
12Are there drawings available for 501 I Street and 2800 Cottage Way? It will be extremely difficult to competently bid this project without mechanical and electrical as-built drawings of both facilities in the areas affected by this solicitation.See above, we will try to post the available mechanical drawings on 2/10. These will probably be .DWG files.
13There is another job walk scheduled for this Tuesday, February 2 at 9:00 AM at 501 I Street and 1:00 PM at 2800 Cottage Way. It would be beneficial if someone from Enovity who has intimate knowledge of the scope of work required be present for these walks so that we can better understand what is expected.Enovity reviewed the scope of work and specifications with the O&M contractor so the O&M staff could point the bidding contractors in the correct direction.
14The existing control systems in both buildings have ARCnet to Ethernet converters. Is the controls contractor expected to leave these converters or remove them? The controls contractor is expected to remove the unnecessary existing ARCnet to ethernet converters
15At 2800 Cottage Way the chiller room control panel contains a Johnson Controls MIG (Metasys Integrator). Is this communicating with the Carrier chillers comfort link control system? Each chiller is going to be retrofitted with a VFD and a new controller. The contractors are to insure that each new chiller controller has a BACnet gateway which will talk to the new Johnson Metasys BACnet BAS. See project #15, page 13, Line item #9.
16About the Robert T. Matsui United States Courthouse “Project 2 : Install two pony 3.0 MMBtu/hr high efficiency condensing boilers and repair hot water distribution loop”.
Part 2 of Project 2 line number 7. Is the 10:1 turn down ratio was a total turndown ratio for the two new condensing boilers combined with each boiler requiring a 5:1 turndown? No, see Page 15 Project # 2, Part #2, Line item #7 "7. Each condensing boiler burner shall have a turndown of least 10:1"
What condensing boilers are on the market that can provide a 10:1 turndown ratio? There is more than one condensing boiler manufacture that provides condensing boilers with at least a 10:1 turndown ratio. For Example AERCO BENCHMARK 3.0 Low Knox Condensing boiler, provides a turndown of 15:1.
17Is there anyway we can get an additional information and as-built drawings for the existing mechanical system?See above, we will try to post the available mechanical drawings on 2/10. These will probably be .DWG files.
18[An offeror asked that their product line be considered as well as Johnson Controls products]An amendment was posted on 2/5 stating the conditions under which a non-Johnson product line will be considered.
19About Matsui Fed Courthouse Building - need to know the heat-load of the two data centers so we can size the air conditioners for each. Item 9 in the attached scope of work. The contractor shall determine the proper size CRAC unit needed to support the computer room cooling load plus 30% additional capacity for future growth. Currently there is a fan coil in each computer room + one (1200 CFM) VAV box from the main air handling system that serves each room. Currently, the existing fan coil and VAV box combined are not enough to support the load of either computer room.
