Recommendation of Award Summary
This document is a Recommendation of Award issued by the Michigan Department of Health and Human Services for RFP 21-2098 regarding Adoption Permanency Services - Adoption Resource Consultant for Region 2. The RFP solicited responses for a contractor to provide adoption resource consultation services, with the contract term set at three years plus up to two one-year renewal options. The RFP was posted on SIGMA VSS on June 9, 2021, for a four-week solicitation period, with proposals due by July 7, 2021. Two bidders submitted proposals: Judson Center and Orchards Children's Services. The services encompassed four primary deliverables: case reviews and development of initial adoption readiness assessments for active status cases, case reviews for monitoring status cases with adoption goals, achievement of alternate permanency goals for monitoring status and inactive cases, and technical assistance and training. Proposed service units ranged from approximately 3,500 to 120,000 units across the four service categories.
Orchards Children's Services received the award recommendation in the amount of $4,410,000.00, pending State Administrative Board approval. The award was based on best value analysis combining technical evaluation scores and pricing. Orchards Children's Services scored 98 points out of 100 on technical evaluation compared to Judson Center's 93 points, and both bidders' pricing proposals were nearly identical at approximately $4.4 million. Orchards Children's Services' bid of $4,409,877.00 was marginally higher than Judson Center's $4,409,173.20, but Orchards was deemed the responsive and responsible bidder offering superior overall value. Judson Center, the incumbent contractor holding the contract since 2016, did not meet expected performance outcomes and received deductions for incomplete documentation and program implementation details. Both bidders received minor deductions for failing to document minimum experience requirements for Adoption Resource Consultant staff and insufficient understanding of guardianship permanency achievement.
