About this file

This is a Recommendation of Award document issued by the Michigan Department of Health and Human Services (MDHHS) for RFP 20-2149 regarding fraud and abuse investigation services for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The solicitation, posted on SIGMA VSS on July 30, 2020, requested a contractor to conduct covert, on-site investigations of authorized WIC vendors by posing as participants, parents, caretakers, or proxies and conducting compliance buys without revealing their identity as program representatives. Two bidders submitted proposals by the August 13, 2020 due date: Emmons and Associates, LLC (dba Precision Risk Management Group) and Miles Investigations, Inc. The contract term is three years with up to two optional one-year renewal periods. The evaluation committee, comprising voting members and advisors from MDHHS and the Michigan Department of Attorney General, assessed proposals using three technical evaluation criteria: Schedule A Statement of Work requirements (40 percent weight), staffing qualifications (30 percent weight), and State of Michigan experience and prior experience (30 percent weight).

Miles Investigations, Inc. received a technical score of 97 out of 100 points and met the minimum threshold of 80 points required for pricing evaluation, while Emmons and Associates scored 50 out of 100 points and was deemed non-responsive. Miles Investigations demonstrated no deficiencies in addressing the Statement of Work requirements and prior experience criteria, though minor gaps were noted in providing current chronological resumes for key personnel and an organizational chart. The award recommendation was made to Miles Investigations, Inc., with a Year 1 contract value of $75,250.00 and a three-year total contract value of $225,750.00, pending State Administrative Board approval. The bidder selection was based on best value factors including price, expertise, and schedule, with Miles Investigations offering superior value compared to the competing proposal.
