Reciprocal Limitations Act Summary

The Reciprocal Limitations Act document pertains to Pennsylvania state regulations governing procurement and vendor restrictions. The document establishes legal frameworks that restrict certain vendors from bidding on state contracts based on reciprocal business relationships and limitations. While specific to Pennsylvania's procurement processes, this regulation directly impacts the Agriculture Pesticides & Herbicides solicitation for SCI Rockview's 2026 season supplies. The act outlines provisions that bidders must understand and comply with when submitting electronic bids through the PA Supplier Portal. All interested vendors must be registered with the Commonwealth of Pennsylvania to participate in the bidding process and remain subject to the restrictions and limitations outlined in this statutory framework.

The reciprocal limitations establish specific eligibility criteria and exclusions for vendor participation in state procurements. Prospective bidders on the SCI Rockview pesticides and herbicides contract must ensure their business entities comply with all restrictions defined in the act before submitting proposals. Vendors are responsible for understanding how these limitations may affect their eligibility to bid and should review the complete statutory language in conjunction with their registration on the PA Supplier Portal. Non-compliance with reciprocal limitations could result in bid rejection or contract disqualification, making thorough review of this document essential for all prospective vendors seeking to supply agriculture pesticides and herbicides to Pennsylvania's correctional facility.
