About this file
This file is a sole source authorization letter from the Idaho Department of Administration, Division of Purchasing, on behalf of the Idaho Department of Corrections for the procurement of open-sourced, cloud-based corrections software from Recidiviz. The sole source determination was made pursuant to Idaho Code section 67-9221, with the Administrator of the Division of Purchasing concluding that Recidiviz is the only vendor qualified to provide this specific software solution. The procurement notice was published to allow for potential vendor challenges, which must be filed within five business days after the closing date of the IPRO Notice in accordance with Idaho Code section 67-9232(4). Challenges should be directed to purchasing@adm.idaho.gov. The file does not specify response deadlines, contract award dates, contract term, or renewal options.
No pricing terms, set-asides, incumbent contractor information, or funding sources and amounts are detailed in this sole source authorization letter. The document serves primarily as formal notice of the sole source determination and the challenge period for interested vendors, rather than providing comprehensive procurement specifications or financial details.

Re: Sole Source Justification for Recidiviz, Inc.
To whom it may concern, I write to confirm that the software and services of Recidiviz, Inc. (“Recidiviz”), a 501(c)(3) non-profit corporation, are sole source products designed, produced, sold, and supported exclusively by Recidiviz.
We founded Recidiviz in 2018 because we were surprised to learn that the corrections ecosystem lacked the kind of technology we had come to expect as employees at Google: robust, data pipelines providing real-time insights in a cloud-based, open-source, collaborative environment. The need was so great that then-North Dakota Department of Corrections and Rehabilitation Director Leann Bertsch explicitly asked us to build her a custom corrections-specific data platform ourselves.
Since then, the corrections technology ecosystem has grown. Offender Management System (OMS) developers build software for intake, classification, and other facilities operations processes.
Business intelligence companies offer data analytics solutions on top of digital platforms. Electronic monitoring platforms provide notifications and dashboards for community supervision. However, even still, no other organization provides the services we do: open-source, corrections-specific assistants that leverage corrections data from disparate underlying data systems, ingesting it, cleaning it and collating it into a standardized nationwide scheme that powers timely, relevant insights to staff. Please refer to the following page for more details about the Recidiviz platform.
Many of Recidiviz's agency clients have successfully used a sole source justification to avail of Recidiviz's products, including, recently, the relevant corrections agencies and procurement departments in Utah (2024), Missouri (2022), Maine (2021), and Tennessee (2021). In an additional jurisdiction, Michigan, Recidiviz was the only vendor to apply to and win the state’s 2021 competitive solicitation; Tennessee’s procurement team subsequently referenced the Michigan RFP to successfully justify Recidiviz’s sole source status. Each of these agencies has offered to be available as a reference. If you would like their contact information or if you seek additional information, please reach me at (650) 933-7578 or clementine@recidiviz.org.
Sincerely, Clementine Jacoby Executive Director Recidiviz, Inc.

About the Recidiviz Platform
Only those corrections agencies partnering with Recidiviz receive a platform with the following distinctive attributes:
● A nonproprietary, open-source environment where the codebase underlying Recidiviz’s platform and resulting data tools is accessible for agency use and modification, a benefit not otherwise offered in the ecosystem;
● A cloud-based solution that does not require upgrades or changes to underlying data systems and empowered by application programming interfaces (APIs) so that agencies may continue to work with other technology vendors and OMS providers and do not need to do any data migration, cleaning, or transformation themselves, saving agency staff time and money;
● Anonymized, cross-jurisdiction comparative data science insights derived from Recidiviz’s unique dataset of normalized and directly comparable person-level histories of programming, treatment, sentencing, transfers, sanctions, and other key milestones from fifteen agencies representing over a third (and growing) of the US incarcerated and supervised populations;
● Evergreen and real-time data analyses and tools that stay accurate because Recidiviz continuously validates and updates data transformations even when underlying agency data systems change, affording agencies flexibility without any tradeoff in access or accuracy; and
● Access to top-tier technologists and data scientists who join Recidiviz from firms like Google and Apple inspired by Recidiviz’s public service, not-for-profit mission and thereby become dedicated resources to agency leaders and staff, bringing best-in-class practices, like user experience research (UXR).
