About this file

The document is a Due Diligence Posting of Notice of Intent to "Accept a Best Value Offer" from the Executive Office of Energy and Environmental Affairs (EEA) of the Commonwealth of Massachusetts, involving Recharge America, Inc. for the Recharge Massachusetts program. The program aims to expand electric vehicle (EV) infrastructure and awareness, particularly in smaller and underserved communities, with key deliverables including recruiting 30 new participant entities by June 2026, providing 120 technical assistance calls, publishing newsletters and website updates, hosting community engagement campaigns, supporting an Innovation Exchange, and conducting a statewide Clean Transportation Symposium. The contract will run for an additional year with a potential value of up to $260,000, and interested vendors must submit responses by 3:00 PM on September 12, 2025, through the COMMBUYS online platform.

The EEA believes continuing to contract with Recharge America, Inc. will advance efforts to reduce greenhouse gas emissions from the transportation sector and meet climate action goals. The agency argues that transitioning the program to another entity would disrupt progress and require significant reinvestment in resources, tools, and procedures. The notice is being posted to ensure an open, fair, and competitive process, with the intent to determine if other qualified vendors can provide the same level and quality of service. Vendors must submit documentation of their qualifications and relevant experience, and the EEA will review responses to determine whether to proceed with Recharge America, Inc. or consider alternative offers.

(“Offeror”), pending the results of this Notice of Intent (“Notice”):

Description The Offeror will continue to implement Recharge Massachusetts, a program that provides critical coordination, technical assistance, and resources to expand EV infrastructure and awareness, especially in smaller and underserved communities.

The EEA believes that continuing to contract with Recharge America, Inc. will advance the success of this program that is important to our efforts to reduce greenhouse gas from the transportation sector and meet climate action goals. Further, transitioning the existing program to another entity will disrupt progress to date and require significant investment of state resources and time to re-create tools, websites, policies and procedures already second nature to the Offeror. It would not be in the best interest or best value to the Commonwealth to recreate these resources with another vendor at this time.

The program will continue from the end of this posting for an additional year with an anticipated contract value of up to $260,000.

The EEA is posting this Notice rather than conducting a full procurement because the EEA believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
