About this file
This is an Official Questions and Answers document for the Grants.gov posting NOFO DOS-SAU-2605-PD (ReCAP). The document addresses a single clarification regarding UEI/SAM.gov registration requirements for applicants to this federal grant opportunity.
The Department has waived the standard two-week advance notice requirement for UEI/SAM.gov exemption requests due to the length of this application period. Applicants with UEI/SAM.gov registration in progress must submit applications by September 14, 2026, at 23:59 EDT and include a completed SF-424B form. Applications will not be deemed technically ineligible during screening solely because SAM.gov registration is pending, provided the application is otherwise complete and organizational eligibility requirements are met. However, all UEI and SAM.gov compliance must be satisfied before any award is issued, and the Department will not issue an award until all applicable requirements are met or a documented exemption has been approved by the warranted Grants Officer. Applicants are advised to continue working directly with the Entity Validation Service and the Federal Service Desk at www.fsd.gov, as the Department cannot expedite the validation process.

Official Q&A for Grants.gov Posting
(NOFO DOS-SAU-2605-PD, ReCAP)
Q13: The NOFO requires UEI/SAM.gov exemption requests at least two weeks before the deadline. Given the length of the application period, how will this be applied?
A13: In light of the application period for this opportunity, the requirement in
Section E.3 that exemption requests be submitted at least two weeks prior to the deadline is not being applied in this competition. Applicants with a
UEI/SAM.gov registration in progress should submit their applications by
September 14, 2026, 23:59 EDT, and should include a completed SF-424B.
An application will not be found technically ineligible at screening solely because SAM.gov registration is pending, provided the application is otherwise complete and eligibility of organizations is met. UEI and SAM.gov compliance will be addressed before any award is issued. The Department may not issue an award until all applicable UEI and SAM.gov requirements are met or a documented exemption has been approved by the warranted
Grants Officer. Applicants should continue working with the Entity Validation
Service and the Federal Service Desk (www.fsd.gov); the Department cannot expedite validation.
